A8/14 MINUTES OF THE MEETING HELD ON 28 JANUARY 2014

RESOLVED: that the minutes of the Licensing Committee meeting held on Tuesday 28 January 2014 be signed as an accurate record of the meeting.

RESOLVED: that the allocation of business between Part A and Part B of the agenda be confirmed as printed.

A12/14 LONDON LOCAL AUTHORITIES ACT 1990: APPLICATIONS FOR FIVE STREET DESIGNATION ORDERS

The Licensing Committee considered the report of the Executive Director of Development and Environment proposing the designation of five sites in the Borough as a ‘licence street' for street trading under the provisions of the London Local Authorities Act 1990 (as amended) and, if the designation were agreed, to consider the granting of a street trading licence at that site.

 

Having considered appendices A-E and heard from the applicants in respect of items C-E.

 

a) The Licensing Committee RESOLVED that the site on the footway on the right hand site of the entrance outside of 13 High Street, South Norwood, SE25 6EZ, be designated for the purposes of street trading, as set out in Appendix A, and that a street trading licence be granted on the Council's standard conditions.

 

b) The Licensing Committee RESOLVED that consideration of the application in respect of the footway outside 17-21 George Street, Croydon, CR0 1LA be deferred until the Committee is supplied with additional information on the operation of and dimensions of the requested site, specifically its relationship with the pictured lamp post. The Committee asked that Officers advise the applicant of the importance of their attendance so that clarification around some aspects of the application could be sought.

 

c) The Licensing Committee RESOLVED that the length of the display to the right of the entrance be reduced from 5.5m to 5m to facilitate pedestrian access to the dropped kerb. Subject to this amendment, the Committee RESOLVED that the site on the footway outside of 1105 London Road, Thornton Heath, CR7 6JJ be designated for the purposes of street trading, as set out in Appendix C, and that a street trading licence be granted on the Council's standard conditions.

 

d) The applicant confirmed that the application form should have read 07:00 to 20:00 on Saturday, as per the temporary licence. Accepting this amendment, the Licensing Committee RESOLVED that the site on the footway outside of 12 Norfolk House, Wellesley Road, Croydon, CR0 1LH be designated for the purposes of street trading, as set out in Appendix D with the orange juice dispenser being used between April and October, the soup warmer October to March, and that a street trading licence be granted on the Council's standard conditions.

 

e) The Licensing Committee RESOLVED that the site on the footway outside of 17 High Street, Thornton Heath, CR7 8RU be designated for the purposes of street trading, as set out in Appendix E, and that a street trading licence be granted on the Council's standard conditions.
