A18/14 MINUTES OF THE MEETING HELD ON WEDNESDAY 24TH SEPTEMBER 2014

RESOLVED: that the minutes of the Licensing Committee meeting held on Wednesday 24 September 2014 be signed as accurate record.

A21/14 EXEMPT ITEMS

RESOLVED: that the allocation of business between Part A and Part B of the agenda be confirmed, as printed.

A22/14 LONDON LOCAL AUTHORITIES ACT 1990: APPLICATIONS FOR SIX STREET DESIGNATION ORDERS & ONE VARIATION TO A STREET TRADING LICENCE

The Licensing Committee considered the report of the Executive Director of Development and Environment proposing the designation of six sites in the Borough as a ‘licence street' for street trading under the provisions of the London Local Authorities Act 1990 (as amended) and, if the designation were agreed, to consider the granting of a street trading licence at those sites.


The Licensing Committee also considered an application for a variation to a street trading licence.

 

Applicants or their representatives were present for all seven applications to assist Members of the Committee with any queries.

 

The Members of the Committee MOVED to consider the first four applications on block due to their proximity and:

a) RESOLVED: that the site on the footway outside 211 Wickham Road, Shirley, CR0 8TG be designated for the purposes of street trading, as set out in Appendix A, and that a street trading licence be granted on the Council's standard conditions.

 

b) RESOLVED: that the site on the footway outside 215 Wickham Road, Shirley, CR0 8TG be designated for the purposes of street trading, as set out in Appendix B, and that a street trading licence be granted on the Council's standard conditions.

 

c) RESOLVED: that the site on the footway outside 217 Wickham Road, Shirley, CR0 8TG be designated for the purposes of street trading, as set out in Appendix C, and that a street trading licence be granted on the Council's standard conditions.

 

d) RESOLVED: that the site on the footway outside 219 Wickham Road, Shirley, CR0 8TG be designated for the purposes of street trading, as set out in Appendix D, and that a street trading licence be granted on the Council's standard conditions.

 

The Licensing Committee then considered appendices E to G in turn and:

 

e) RESOLVED: that the site on the footway outside 949 Brighton Road, Purley, CR8 2BQ be designated for the purposes of street trading, as set out in Appendix E, and that a street trading licence be granted on the Council's standard conditions.

 

f) RESOLVED: that the site on the footway outside 1363 London Road, Norbury, SW16 4BE be designated for the purposes of street trading, as set out in Appendix F, and that a street trading licence be granted on the Council's standard conditions.

 

g) RESOLVED that the application for a variation to the street trading licence on the entrance to the Slip Road, Dingwall Road, Croydon, CR0 2LX, as set out in Appendix G, be GRANTED.
 

A23/14 LONDON LOCAL AUTHORITIES ACT 1990: RESOLUTION TO DESIGNATE PARTS OF THE PUBLIC HIGHWAY IN SOUTH END, CROYDON FOR STREET TRADING

The Licensing Committee considered the report of the Executive Director of Development and Environment seeking approval for the designation of parts of the public highway in South End, Croydon ‘licence street' for street trading and to enable the determination of applications for street trading licences to display tables and chairs under delegated authority.

 

The Licensing Committee RESOLVED to:

 

a) designate the public highway outside no's 3-77 and 6-62 South End, Croydon, Surrey for the purposes of street trading.

 

b) agree that the Trading Standards and Licensing Manager be given delegated authority to consider and determine street trading licence applications in respect of café and restaurant premises in the designated area to display tables and chairs immediately in front of those premises.

 

c) note that where the Trading Standards and Licensing Manager is minded to refuse an application it will be referred to the Licensing Committee for determination.
 

A24/14 LONDON LOCAL AUTHORITIES ACT 1990: STANDARD CONDITIONS FOR STREET TRADING LICENCES IN SURREY STREET AND SHOP FRONT TRADING ACROSS THE BOROUGH

The Licensing Committee considered the report of the Executive Director of Development and Environment on the outcome of the recent consultation exercise and RESOLVED to:


a) Approve adoption of the new standard conditions for street trading licences in Surrey Street and businesses displaying commodities or providing services for the purposes of shop front trading under the London Local Authorities Act 1990 (as amended) across the borough.

 

b) Note that officers will notify either licence holders or a body (bodies) representing them of that decision.
