A1/12 APPOINTMENT OF CHAIR

RESOLVED: that Councillor Simon Hoar be appointed Chairman of the London Boroughs of Croydon and Lewisham Joint Street Lighting Committee for the current municipal year.

A2/12 APPOINTMENT OF VICE CHAIR

RESOLVED: that Councillor Alan Smith be appointed Vice Chairman of the London Boroughs of Croydon and Lewisham Joint Street Lighting Committee for the current municipal year.

A3/12 PART A MINUTES OF THE JOINT STREET LIGHTING COMMITTEE HELD ON 7 NOVEMBER 2011

RESOLVED: that the Part A minutes of the meeting of the London Boroughs of Croydon and Lewisham Joint Street Lighting Committee held on 7 November 2011 be signed as an accurate record.

RESOLVED: that the allocation of business between Part A and Part B of the Agenda be confirmed

A7/12 THE JOINT STREET LIGHTING UPDATE REPORT

Key points highlighted from the report:

  • 8 performance standards (9 in total but PS8 not used)
  • PS1 - Core Investment Programme: number of new columns put in monitored every 6 months. Skanska has achieved the first target within 4 months.
  • PS2 - Planned Maintenance: number of street lights inspected - inspections doubled during winter period. Target 99%: 97.378% in August; 97.878% in November. Skanska penalised for non-achievement.
  • PS3 - Operational Responsiveness: 1788 faults in September, 60 out of time; 2279 faults in November, 99 out of time. Payment adjustment made where target not achieved.
  • PS4 - Contract Management: Improving with customer care. November response rate up to 97.37% (target 95%). September was under at 92.8% and an adjustment was made.
  • PS5 - Strategic Assistance: number of reports provided as required.
  • PS6 - Working Practices: 5 urgent service failures recorded in November (e.g. staff not wearing correct clothing)
  • PS7 - Reporting to the Authority: No issues - information provided in a timely manner.
  • PS9 - Central Management System (CMS): Remote monitoring system now live.

The following points were raised:

  • Concern about achieving target of completing installation by August 2013 - on target with 900 installed so far
  • Have many complaints been received? Majority of enquiries are questions about the position of the columns - not complaints - regulatory standards dictate where columns can be placed
  • What percentage of the columns will be in the original position? Estimate: 25-30% but the old columns are not being removed until after installation so the new ones cannot be in exactly the same position
  • Quality check to ensure Skanska is putting back the pavements - being monitored under performance standards
  • Feedback from Blackheath Society - very happy with the heritage street lighting

RESOLVED TO NOTE:

  1. the performance of Skanska Laing (SKL, the Service Provider) for September to November 2011
  2. the Core Investment programme for both Croydon and Lewisham for the duration of the 5 year programme
