A9/12 APOLOGIES FOR ABSENCE

Apologies were received from Councillor Paul Maslin (London Borough of Lewisham).

The Chair, Councillor Simon Hoar, asked for condolences to be passed to him for the death of his father.

A10/12 MINUTES OF THE MEETING HELD ON TUESDAY 17TH JANUARY 2012

RESOLVED that the Part A minutes of the meeting of the London Boroughs of Croydon and Lewisham Joint Street Lighting Committee held on 17 January 2012 be signed as an accurate record.

A11/12 DECLARATIONS OF INTEREST

There were no declarations of interest recorded at the meeting.

A12/12 URGENT BUSINESS (IF ANY)

There was none.

A13/12 EXEMPT ITEMS

RESOLVED: that the allocation of business between Part A and Part B of the Agenda be confirmed.

A14/12 THE JOINT STREET LIGHTING UPDATE REPORT

(December 2011 to February 2012)

Key points of the performance standards highlighted from the report:

  • PS1 - Core Investment Programme:
    • progress made with new infrastructure across both boroughs
    • 613 columns installed and connected
    • Concern that milestone 2 may not be achieved but Skanska have brought in additional resources to recover some of the ground
  • PS2 - Planned Maintenance: Increased faults but expected during winter months
    • Working within performance criteria 98% (just above over 4 months)
    • Looking at day scouting to address daytime issues - lights left on etc
  • PS3 - Operational Responsiveness:
    • Faults in previous quarter - dip in performance between emergency versus non-emergency but this can indicate a matter of minutes.
    • Sometimes it is not possible to address all the faults if they happen at the same time
  • PS4 - Contract Management:
    • 96% of calls are answered within time - this was a slight reduction but nothing unusual
  • PS5 - Strategic Assistance:
    • Work is performing to standard
    • Information is provided on time
  • PS6 - Working Practices:
    • This covers urgent service failures, health and safety etc
    • Figures are low
    • Quality of service is excellent
    • Performance is rigorously monitored and issues addressed
  • PS7 - Reporting to the Authority:
    • Information is provided in a timely manner
    • Any service adjustments are made as appropriate
  • PS8 - NOT USED
  • PS9 - Central Management System (CMS):
    • Units already connected - 247 (Croydon) and 213 (Lewisham)
    • Being remotely monitored
    • Monitoring teams have access to the system
    • Analysis around consumption in order to consider a metered service

The following points were raised:

  • How many columns have been replaced?

The current design means they are being replaced one for one and so far:

1150 in Croydon

1031 in Lewisham

They are not certified until they have been connected:

414 connected in Croydon (to date)

755 connected in Lewisham (to date)

  • How long will it take to catch up the backlog?

6-8 weeks is anticipated

  • Concern about some replacements moving to a different position due to other infrastructure and not always put on a convenient site

Column positioning should be no more than 800mm from the kerb.  Scenarios occur where this cannot be met but it is a learning curve and better decisions will be made in future regarding location

  • Housing estates with short front gardens - extra screens need fitting to take light spill from the front of the house but only done if residents complain

This will be addressed. 

 

The committee RESOLVED to note:

  1. the Joint Committee Street Lighting PFI contract gross expenditure budget of £11,443,994 for 12/13 funded by Constituent Authority contributions of £5,440,330;
  2. the performance of Skanska Laing (SKL, the Service Provider) for December 2011 to February 2012;
  3. the Core Investment programme for both Croydon and Lewisham for the duration of the 5 year programme for which financial approvals are required.
