Councillor Phil Thomas nominated Councillor Simon Hoar (Croydon) for Chair and Councillor Paul Maslin seconded.  Councillor Hoar was duly re-elected.

Councillor Paul Maslin nominated Councillor Alan Smith (Lewisham) for Vice-Chair and Councillor Simon Hoar seconded. Councillor Smith was duly re-elected.

RESOLVED that the Part A minutes of the meeting of the London Boroughs of Croydon and Lewisham Street Lighting Joint Committee held on 5 March 2013 be signed as an accurate record.

There were no disclosures of a pecuniary interest at this meeting.

There was no urgent business.

RESOLVED that the allocation of business between Part A and Part B of the Agenda be confirmed.

The following points of the performance standards were highlighted:

• PS1 - Investment Programmes
  • Concern around performance
  • Passed Milestone 4 but not achieved target
  • 3 types of cable network in Croydon causing some difficulties in co-ordination
  • UKPN now carrying out trials to enable different methods of working - hoping to see an increase in performance, to get back on track
• PS2 - Planned Maintenance, Inspection and Testing:
  • Operational side working well
  • 99% achieved - consistently above
• PS3 - Operational Responsiveness and Reactive Maintenance:
  • Improved picture - number of failures reducing
• PS4 - Contract Management and Customer Interface:
  • Area of focus
  • Problem with Skanska's contact centre - 85.91% not acceptable
• No other highlights

Committee members raised the following concerns:

• Need to ensure Skanska aware of dissatisfaction with performance and lack of co-ordination with UKPN regarding connection of new lamp posts
• Non-compliance with the contract's requirements
• Improvement plan necessary to get back on track within the 5 year period agreed
• Increasing number of stumps not being removed after several months
• Failure of contact centre to answer the phone within contractual limits

Steve Iles was tasked with preparing a letter, for approval by the members, to be sent to Skanska.

Councillor Simon Hoar proposed and Councillor Phil Thomas seconded the motion and the committee RESOLVED that the Press and public be excluded from the remainder of the meeting on the grounds that it was likely, in view of the nature of the business to be transacted or proceedings to be conducted, that there would be disclosure of confidential or exempt information falling within paragraphs 3 & 5 as indicated in Part 1 of Schedule 12A of the Local Government Act 1972, as amended.
