MINUTES - PART A
A1/16 MINUTES OF THE MEETING HELD ON THURSDAY 15TH OCTOBER 2015

RESOLVED that the Part A minutes of the meeting of the London Boroughs of Croydon and Lewisham Street Lighting Joint Committee held on 15 October 2015 be signed as an accurate record.

A2/16 DISCLOSURE OF INTEREST

There were no disclosures of a pecuniary interest not already registered.

A3/16 URGENT BUSINESS (IF ANY)

There was no urgent business.

A4/16 EXEMPT ITEMS

RESOLVED that the allocation of business between Part A and Part B of the Agenda be confirmed.

A5/16 JOINT STREET LIGHTING PFI UPDATE

Steve Iles (Director of Streets, LB Croydon) summarised the main points of the report:

  •  PS1 - Milestone 8 was reached in December:
    • Skanska is about 5 months' behind schedule
    • 37,100 units replaced to date
    • Improvement plan working well, with significant inroads into the backlog
    • Continuing to work with Skanska but anticipating a 4 month delay when the core investment programme ntact is completed - now expected to finish around December 16, instead of July 16
    • Stumps - they are left to maintain the integrity of the old cable network in Croydon.  They are scheduled to be disconnected so as not to interfere with old lights still operating
    • 20-25 stump removals per day - removed 1310 and making substantial improvements in the rate of removal
  • PS2-PS7 - Other performance standards - nothing specific to report
  • PS9 - introduced CMS to allow authorities to remotely monitor and manage the street lighting.  Both boroughs are investigating the potential for cutting energy costs by dimming and turning off individual lights, under a Variable Lighting Policy
  • Budget for next financial year is £10.1million

 

The Appendix to the report contained exempt information and was discussed under Part B.

 

The Committee NOTED:

  • the performance of Service Provider in respect of the street lighting PFI for September 2015 - January 2016
  • the Core Investment Programme (CIP) for both Croydon and Lewisham for the duration of the 5 year programme.

THAT, UNDER SECTION 100A(4) OF THE LOCAL GOVERNMENT ACT, 1972, THE PRESS AND PUBLIC BE EXCLUDED FROM THE MEETING FOR THE FOLLOWING ITEM OF BUSINESS ON THE GROUNDS THAT IT INVOLVES THE LIKELY DISCLOSURE OF EXEMPT INFORMATION FALLING WITHIN THOSE PARAGRAPHS INDICATED IN PART 1 OF SCHEDULE 12A OF THE LOCAL GOVERNMENT ACT 1972, AS AMENDED.

The Chair proposed moving into Part B and the Committee agreed unanimously.
