A7/16 APPOINTMENT OF CHAIR AND VICE-CHAIR

Councillor Bonavia proposed and Councillor Collins seconded that Councillor King be appointed Chair for the meeting.
The Committee RESOLVED to appoint Councillor King as Chair of the meeting.

A8/16 MINUTES OF THE MEETING HELD ON THURSDAY 10TH MARCH 2016

The Committee RESOLVED to approve the Part A minutes of the last meeting held on Thursday 10 March 2016 as a correct record of that meeting.

A12/16 JOINT STREET LIGHTING PFI UPDATE

The Director of Streets for Croydon highlighted the key issues from the last quarter performance update:

  • Regarding the core investment programme (PS1), the report data went up to the end July. At that stage, the programme was 99% in Lewisham and 96% complete in Croydon. There was a delay in the completion of milestone 10 (completion was due by the end of July) however the new estimated delivery was the end of November. Overall there had been a significant recovery from the previous position and the final certificate to confirm the completion of the core investment plan was due by the end of November.
  • A key issue for Croydon was the removal of stumps; 3,500 had already been removed from the borough and the estimated date for complete removal in Croydon was mid-November.
  • The Committee were directed to page 9 of the report that detailed action on reported faults (PS3). In the previous 6 months, all emergency faults had been fixed within the stated time limit. For non-emergency faults, 16 call-outs were actioned outside of the stated time limit and as a result the contractor would receive financial adjustments.

In response to questions from the Committee, the following was reported:

  • There was a certification process for the completion of snagging on each road in the respective boroughs. There was a time frame for completion and failure to do so would incur financial penalties for the contractor.
  • Light-measuring calculations were undertaken to determine whether a given road required lights on one side of the street or both. The contractor undertook a survey for each road in the boroughs to determine this. It was agreed that the website would be updated to provide this information for residents.
  • If residents identified inadequately lit streets after the core investment programme was completed, there was still a duty on the contractor to address it within the contract. A photometric test would be taken to measure whether the light levels met the contractual requirement.
  • There was a standard specification in the contract that dealt with the lighting of new housing developments in both boroughs.
