Councillor Bird proposed, and Councillor Ryan seconded, that Councillor Clouder be appointed Chair of the Licensing Sub-Committee.

The Sub-Committee RESOLVED to appoint Councillor Clouder as Chair of the Sub-Committee.

There were no disclosures of interest.

The division of business between Part A and Part B of the agenda was agreed as stated.

The Licensing Sub-Committee considered the application for a Premises Licence at 25 Clifton Road, South Norwood SE25 and the representations received as contained in the report of the Executive Director 'Place', the associated appendices to that report, and the verbal submissions made for the Applicant at the meeting by the Applicant's agent.

In addition, the Sub-Committee considered the verbal representations made at the hearing in opposition to the application on behalf of parties who had made representations.

The Sub-Committee, having reference to the licensing objectives under the Licensing Act 2003 and the Council Licensing Policy RESOLVED to grant the premises licence on the basis that they were satisfied that it would support the licensing objectives to do so. In particular, the Sub-Committee noted that the police had agreed conditions with the applicant in support of the crime and disorder prevention objective.
