A1/14 TERMS OF REFERENCE OF THE TRAFFIC MANAGEMENT ADVISORY COMMITTEE

The Committee noted the Terms of Reference as agreed by Council on 15th July 2014.

A5/14 NEW PEDESTRIAN FACILITIES AT EXISTING TRAFFIC SIGNAL INSTALLATION - SPRING LANE/ PORTLAND ROAD/WOODSIDE GREEN

The Committee having heard representations in support of the proposals RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:
a) Agree to the implementation of new staggered pedestrian crossing facilities within existing/modified signalled junction at Spring Lane/ Portland Road/Woodside Green as set out in Plan HWY/1214/06.

b) Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to give notice and subject to receiving no material representations, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 as amended in order to introduce new staggered pedestrian crossing facilities within existing/modified signalled junction at Spring Lane/ Portland Road/Woodside Green as set out in Plan HWY/1214/06.

c) Note that any material representations received on the giving of public notices will be reported to a future Traffic Management Advisory Committee for consideration.

A6/14 PROPOSED PARKING BAYS - VARIOUS LOCATIONS

The Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:
1 -

a. Oakfield Road, Broad Green - To convert an existing Pay and Display Shared Use/Permit holders bay to a disabled bay.
b. Progress Way, Broad Green -The introduction of a 15m Loading bay opposite Stargazer by Broadfield Close.
c. Broomhall Road, Croham - The introduction of six additional Shared Use bays in operational time 9am to 5pm, Monday to Friday. (An amended plan was tabled at the meeting).
d. St Andrews Road, Fairfield - The introduction of two additional Shared Use bays in operational time 8am to 6.30pm, Monday to Saturday.
e. Scarbrook Road and Whitgift Street, Fairfield - To remove 3 Pay Display Only bays in Scarbrook Road for a new entrance/exit to the Wandle Car Park to be constructed. Also to remove 3 Pay Display Only bays in Whitgift Street to allow buses to enter and exit Whitgift Street safely.
f. Campbell Road, Selhurst - To convert two existing Pay and Display Shared Use/Permit holders bays to disabled bays.
g. Green Lane, Upper Norwood -The introduction of a 15m Loading bay opposite Nos. 24- 26.
h. Duhneved Road South, West Thornton - To introduce two additional disabled bays and a loading bay at the side of Croydon Mosque.


2. To delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 as amended in order to introduce the above measures, subject to receiving no material objections on the giving of public notice.

 

3. Note that any material objections received on the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members consideration.

A7/14 GILLETT ROAD HOUSING CAR PARKPROPOSED REDUCTION IN CAPACITY DUE TO RE-DEVELOPMENT

The Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to:
a. An amendment to the Off-Street Parking Places Order 2012 no.54 reducing the capacity within the Gillett Road Housing Estate car park to allow a redevelopment within the site.
b. Delegate to the Manager of Enforcement and Infrastructure, Highways and Parking Services the authority to give notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 as amended in order to introduce the above proposal.
c. Note that any material objections received on the giving of public notices will be reported to a future Traffic Management Advisory Committee for consideration.

A8/14 OBJECTIONS TO PROPOSED PARKING RESTRICTIONS VARIOUS LOCATIONS

The Committee having considered the objections and comments received to the proposed parking restrictions RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:
1.1  Agree for the reasons stated in paragraph 3 in the report to introduce the following:
a. Sandringham Road, Bensham Manor - proceed with the proposed "At any time" waiting restrictions with amendments; reducing the length from 10 metres to 7 metres at the Pitt Road and Kynaston Road junctions and retaining the proposal for the junction of Palmerston Road;
b. Brighton Road, Coulsdon West - replace the proposed urban clearway with double yellow line "At any time" waiting restrictions;
c. Lodge Lane (Slip Road), Fieldway - proceed with the proposed "At any time" waiting restrictions;
d. Stoats Nest Road / Coulsdon Road / Petersfield Crescent, Coulsdon East - proceed with the proposed double yellow line ‘At any time' waiting restrictions with the following amendments; reducing the length of the proposed "At any time" waiting restrictions on the south-west side of Stoats Nest Road to 10 metres, retaining the proposed 15 metres on the north-west side of Petersfield Crescent and abandoning those on the south-west side of Coulsdon Road / south-east side of Petersfield Crescent;
e. St Saviour's Road, Selhurst Road - proceed with the proposed double yellow line "At any time" waiting restrictions with the following amendments; reducing the length from 10 metres to 7 metres at all the junctions in junctions with Greenwood Road, Elmwood Road and Hartley Road;
f. Rolleston Road, Croham - proceed with the proposed double yellow line "At any time" waiting restrictions with the following amendments; reducing the length from 10 metres to a minimum of 5 metres at all junction with Bynes Road;
g. Carberry Road, Upper Norwood - proceed with the proposed double yellow line "At any time" waiting restrictions;
h. Ullswater Crescent and Breakfield, Coulsdon East - proceed with the proposed double yellow line "At any time" waiting restrictions but to review the double yellow lines in Ulleswater Crescent in 3- 6 months following implementation and report back to this Committee;
i. Gonville Road, West Thornton - proceed with the proposed double yellow but the operating times to be amended to operate between 8 and 9.30am and between 2.30 and 4pm, Monday to Friday rather than ‘At any time';

 

1.1.2. Braybrooke Gardens, Upper Norwood - Not to proceed with the proposed "At any time" waiting restrictions in the section between Nos. 25 and 26 but to proceed with the section outside number 46;

 

1.1.3 Redford Avenue, West Thornton - Not proceed with the proposed double yellow line "At any time" waiting restrictions but to consult local residents and report back to a later meeting of this committee.

 

1.1.4 Brancaster Lane - not to proceed with the proposed "At any time" waiting restrictions but to re-consult residents and report back to a future meeting of this Committee.

 

1.1.5 Agree for the reasons at paragraph 3.12.5 not to introduce "At any time" waiting restrictions in Oaklands, Kenley at the current time and monitor parking conditions for future review.

 

2. Delegate to the Enforcement and Infrastructure Manager, Parking Services the authority to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to implement Recommendation 1.1. above.

 

3 That officers inform the objectors of the above decisions.

A9/14 PROPOSED ON-STREET CASHLESS PARKING PAYMENT OPTION FOR PAY & DISPLAY USERS


The Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:
a. Agree to the introduction of Cashless Parking as an alternative choice of method of payment for all on-street Pay & Display parking places.

b. Delegate to the Enforcement and Infrastructure Manager, Parking Services, the authority to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 to introduce a cashless payment parking system.
 

A10/14 OBJECTIONS TO PROPOSED DISABLED PARKING BAYS VARIOUS LOCATIONS

The Committee having considered the objections received to the proposal to provide Disabled Persons parking bays in Brampton Road, Addiscombe Windham Avenue, New Addington The Crescent, Selhurst, Elmpark Gardens and Broadcoombe, Selsdon and Ballards RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

a. Agree for the reasons stated in section 3 of the report to introduce Disabled Persons' parking bays in Brampton Road, Windham Avenue, The Crescent and Elmpark Gardens.

 

b. Delegate to the Enforcement and Infrastructure Manager, Highways & Parking Services the authority to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 as amended.

 

c. Instruct officers to inform the objectors of the decisions.

A11/14 OBJECTIONS TO PROPOSED FREE PARKING BAYS IN MARLPIT AVENUE AND PROPOSED THREE ADDITIONAL 2 HOUR MAXIMUM STAY PARKING BAYS IN STATION APPROACH ROAD, COULSDON

The Committee having considered the objections received to the proposals to introduce three free parking bays in Marlpit Avenue, Coulsdon and three 2 hour maximum stay shared-use Permit/Pay and Display bays in Station Approach Road, Coulsdon RESOLVED to recommend to the Cabinet Member for Transport and Environment to:
1. Agree
a) Not to install a parking bay alongside no 1 Coulsdon Road;
b) Amend the length of the bay alongside no 8 Marlpit Avenue to take into account a proposed new garage entrance and;
c) To install a free parking bay at the southern end of Marlpit Avenue.

 

2. Agree for the reasons stated in paragraph 3.12 and 13 of the report not to introduce three 2 hour maximum stay shared-use Permit/Pay and Display bays in Station Approach Road, Coulsdon.

 

3. Delegate to the Enforcement and Infrastructure Manager, Highways & Parking Services the authority to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 as amended in order to implement Recommendation 1b&c above.

 

4. Instruct officers to inform the objectors of the above decisions
 

A12/14 PETITIONS:
DENNETT ROAD - REQUEST FOR RESIDENTS' PARKING
CROHAM VALLEY ROAD - REQUEST FOR CHANGES INCLUDING POSSIBLE WAITING RESTRICTIONS
QUEENSWOOD AVENUE - REQUEST FOR RESIDENTS' PARKING

The Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:

 

1.1 To extend the Croydon Controlled Parking Zone into Dennett Road with shared-use Permit / Pay & Display bays operating between 9am and 5pm, Monday to Saturday, subject to consultation with residents and businesses.

 

1.2 That traffic and parking conditions in Croham Valley Road between The Ruffetts and Chestnut Grove be monitored for future review.

 

1.3 To extend the Croydon Controlled Parking Zone into Queenswood Avenue, Kingswood Avenue, Meadow View Road and Frant Road (between the CPZ boundary and Meadow View Road) with shared-use Permit / Pay & Display bays operating between 9am and 5pm, Monday to Saturday, subject to consultation with residents and businesses.

 

1.4 Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to give notice and subject to receiving no material objections to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).

 

1.5 Note that any material objections received on the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.

A13/14 PROPOSED WAITING RESTRICTIONS - VARIOUS LOCATIONS

The Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to:

1. Delegate to the General Manager of Infrastructure, Parking Services, the authority to give notice and subject to receiving no material objections make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) to introduce mainly ‘At any time' waiting restrictions at the locations detailed below and in Drawing Nos. PD - 238a to PD - 238t attached to the report.

• Sissinghurst Road / Wydehurst Road - Ashburton
• Mitcham Road / Rochford Way - Broad Green
• Woodcote Valley Road opposite St David's School - Coulsdon West

A14/14 PROPOSED ZEBRA CROSSINGS AT VARIOUS LOCATIONS

The Committee RESOLVED recommend to the Cabinet Member for Transport and Environment that they:
1. Agree the introduction of the zebra crossing facilities as shown on the plans attached to the report at:-
• King Henry's Drive
• Warham Road, Bramley Hill, Haling Park Road
• Grange Road

2. Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to give notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to introduce zebra crossing facilities as point 1 above;
3. Note that any material objections received on the giving of public notices will be reported to a future Traffic Management Advisory Committee for consideration.
 

A15/14 PROPOSED ONE WAY WORKINGS AND ONE WAY WITH CYCLE CONTRAFLOW - VARIOUS LOCATIONS

The Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment to:

1. Agree to the informal consultation and the giving of public notices on the proposal to introduce one-way working with cycle contraflows in St Peters Street Croham;, Broad Green Avenue Selhurst;, Beaconsfield Road Selhurst;, The Crescent, Selhurst; Watcombe Road Woodside; and to introduce one way working over the entire length of Dennett Road Broad Green; Talbot Road Selhurst; and associated signage as shown on the plans TH-0114,TH-0214,TH-0314,TH-0414,TH-0514,TH-0614,TH-0614,TH-0714,TH-0814 attached to the report.

2. Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to give notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to implement Recommendation 1. above.

3. To report the results of the informal consultation and any comments [or material objections] received to the public notice to a future meeting of the Traffic Management Advisory Committee for consideration.
 

A16/14 IMPROVED PEDESTRIAN FACILITIES AT NEWGATE/WELLESLEY ROAD JUNCTION

The Committee RESOLVED to recommend that the Cabinet Member for Transport and Environment:

1. Delegate to the Enforcement and Infrastructure Manager (Highways and Parking services) the authority to give notice under the Road Traffic Regulation Act 1984 (as amended) in order to implement the improved signalized pedestrian crossing facilities at the Newgate/Wellesley Road Junction to the south side of the St. James's Gyratory as shown on plan TH-2500.
 

A17/14 SCHOOL TRAVEL PLAN SCHEMES - PROPOSED ZEBRA CROSSINGS

The Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

1. Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to give notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to introduce zebra crossing facilities on:

(a) Chipstead Valley Road, Outside Chipstead Valley Primary School,
(b) Coulsdon Road, near Stoneyfield Road for Byron Primary School,
(c) Selsdon Road near Sunny Nook Gardens, for Harris Primary Academy Haling Park.
(d) The Glade, outside Monks Orchard Primary School.

The proposals for these crossing are shown on the plans numbered 1182/Chipstead Zebra, ZEB_COULS, HWY/1224/05/SELSDON RD, and 1182/The Glade Zebra attached to the report.

2. Note that any material objections received on the giving of public notices will be reported to a future Traffic Management Advisory Committee for consideration by the Cabinet Member for Transport and Environment.

A18/14 SCHOOL TRAVEL PLAN SCHEMES - PROPOSED SCHOOL KEEP CLEAR MARKINGS

The Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

1. Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to give notice and, subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) to introduce ‘School Keep Clear' markings and associated signage as shown on Drawing Numbers ROBFITZ/SKC, BUCKING/SKC, HALING/SKC AND STROUD-G/SKC.

 

2. Note that any material objections received on the giving of public notice will be reported to a future meeting of the Traffic Management Advisory Committee for consideration by the Cabinet Member for Transport and Environment.

A19/14 PROPOSED CONVERSION OF EXISTING SIGNAL CROSSING AT RECTORY GROVE TO A TOUCAN CROSSING

The Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:
1. Agree to the conversion of the existing pedestrian phase within the signalised junction of Rectory Grove/Roman Way to a ‘Toucan phase which will allow cyclists to use the crossing.
2. Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services, the authority to issue the necessary public notices and implement Recommendation 1.1 above in accordance with the Road Traffic Regulation Act 1984 (as amended).

A20/14 STREETSCENE PROJECT - UPDATE

The Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment  that they:

1. Agree for the Streetscene Project to continue following the success of the piloted project; and

2. Note the result of the piloted Streetscene Project approved by the Traffic Management Cabinet Committee in December 2013.

A21/14 PROPOSED ZEBRA CROSSINGS AT BRIGSTOCK ROAD

The Committee RESOLVED recommend that the Cabinet Member for Transport and Environment:

1. Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to give notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to introduce zebra crossing facilities and associated signage at Brigstock Road (as shown on plans TH-1000)

2. Note that any material objections received on the giving of public notices will be reported to a future Traffic Management Advisory Committee for consideration.
