A22/14 MINUTES OF THE MEETING HELD ON MONDAY 21ST JULY 2014

A26/14 PETITIONS: DAVIDSON ROAD - REQUEST FOR RESIDENTS' PARKING, MITCHAM ROAD - REQUEST FOR RESIDENTS' PARKING, SELHURST NEW ROAD - REQUEST FOR RESTRICTED / RESIDENTS' PARKING, SUTHERLAND ROAD - REQUEST FOR RESIDENTS' PARKING

That the Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:

 

 

1.1 To extend the Croydon Controlled Parking Zone into the section of Davidson Road between the existing boundary by Stretton Road to Brampton Road with shared-use Permit / Pay & Display bays operating between 9am and 5pm, Monday to Saturday, subject to consultation with residents and businesses.

 

1.2 To introduce a small residents' only parking scheme (operating 9am to 5pm, Monday to Saturday) for Mitcham Road by Therapia Lane subject to consultation with residents.

 

1.3 To extend the Croydon Controlled Parking Zone into Selhurst New Road, Selhurst Place, Gloucester Road (between the Controlled Parking Zone (CPZ) boundary and Selhurst Road), Roden Gardens and Bullrush Close subject to consultation with residents.

 

1.4 To extend the Croydon CPZ into Sutherland Road, Pemdevon Road and Greenside Road.

 

1.5 To delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to give notice and subject to receiving no material objections to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).

 

1.6 To Note that any material objections received on the giving of public notice will be reported to a future Traffic Management Cabinet Advisory Committee for Members' consideration.

 

1.7 Instruct Officers to inform the petitioners of these decisions.
 

A27/14 TUGELA ROAD AREA, PROPOSED EXTENSION OF THE CROYDON CPZ (EAST OUTER PERMIT ZONE) - RESULTS OF CONSULTATION

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:
 

 

1.1 Consider the results of the consultation and objections received in response to the public notice on the proposal to extend the Croydon CPZ (East Outer Permit Zone) into the Tugela Road area.

 

1.2 Agree to extend the Croydon CPZ (East Outer Permit Zone) into Burdett Road as shown on Drawing No. PD - 247.

 

1.3 Authorise the General Manager of Infrastructure, Parking Services to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).

 

1.4 Instruct Officers to inform the respondents and consultees of the decision.
 

A28/14 DENNETT ROAD, PROPOSED EXTENSION OF THE CROYDON CPZ (NORTH PERMIT ZONE) - RESULTS OF THE CONSULTATION

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:

 

1.1 To consider the results of the consultation received in response to the public notice on the proposal to extend the Croydon CPZ (North Permit Area) into Dennett Road.

 

1.2 To extend the Croydon CPZ (North Permit Zone) into Dennett Road as shown on drawing no. PD - 244.

 

1.3 Authorise the Enforcement and Infrastructure Manager, Parking Services to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).

 

1.4 Instruct Officers to inform the respondents and consultees of the decision.
 

A29/14 PROPOSED WAITING RESTRICTIONS - VARIOUS LOCATIONS

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment to:


1.1 Delegate to the General Manager of Infrastructure, Parking Services, the authority to give notice and (subject to receiving no material objections) make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) to introduce double yellow line ‘At any time' waiting restrictions at the locations detailed below and in Drawing Nos. PD - 245a to PD - 245v.

A30/14 PARKING BAY AMENDMENTS - VARIOUS LOCATIONS

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Agree to remove three shared-use (Permit / Pay & Display) bays in Lennard Road.

 

1.2 Agree to introduce an inset loading bay in Dingwall Road.

 

1.3 Agree to introduce two disabled parking bays in Grange Road, adjacent to St Alban's Church.

 

1.4 Agree to amend the maximum stay for Pay & Display users in the section of Nursery Road between Pridham Road and Elm Road from 8 hours to 2 hours.

 

1.5 Agree to apply a three-hour maximum stay to the existing disabled parking bays in Stanley Road, adjacent to the Medical Centre.

 

1.6 Authorise the Enforcement and Infrastructure Manager (Highways and Parking Services) to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to introduce the above measures, subject to receiving no material objections on the giving of public notice.

 

1.7 Note that any material objections received following public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.
 

A31/14 PROPOSED CHANGES TO CAR PARKS - CROYDON ADULT LEARNING AND TRAINING (CALAT) CENTRE, MALCOLM ROAD, COULSDON AND TAMWORTH ROAD ESTATE CROYDON

The Traffic Management Advisory Committee recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Agree to the introduction of a permit controlled parking scheme in the off-street car parking areas within the Tamworth Road Estate.

 

1.2 Agree to the introduction of short-term pay and display parking in the Croydon Adult Learning and Training (CALAT) Centre car park in Malcolm Road, Coulsdon on Saturdays.
 

1.3 Delegate to the Enforcement and Infrastructure Manager, Highways & Parking Services the authority to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to introduce the above proposals.
 

A32/14 OBJECTIONS TO PROPOSED PARKING RESTRICTIONS - VARIOUS LOCATIONS

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment to:


1.1 Consider the objections and comments received to the proposed parking restrictions at the locations listed below:
 

1.2  Agree for the reasons at paragraph 3 to introduce the following:
 

1.2.1 Amberley Grove, Addiscombe - proceed with the proposed "At any time" waiting restrictions;


1.2.2 Sissinghurst Road and Wydehurst Road, Ashburton - proceed with the proposed "At any time" waiting restrictions;

 

1.2.4 Wellesley Road, Fairfield - proceed with the proposed "At any time" waiting restrictions;
 

1.2.5 Barmouth Road, Heathfield - proceed with the proposed "At any time" waiting restrictions with amendments; reducing the length from 10 metres to 7 metres outside the frontage of No. 48 Barmouth Road;
 

1.2.6 Briar Avenue and Hillcote Avenue, Norbury - proceed with the proposed "At any time" waiting restrictions.
 

1.2.7 Waddon Court Road and Court Drive, Waddon - proceed with the proposed "At any time" waiting restrictions;
 

1.2.8 Lodge Avenue, Waddon - to abandon the proposal to introduce "At any time" waiting restrictions.
 

1.3 Delegate to the Enforcement and Infrastructure Manager, Parking Services the authority to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to implement Recommendation 1.2 above.
 

1.4 Instruct Officers to inform the objectors and supporters of the above decisions.

 


The Advisory Committee NOTED that the following recommendation would be considered at its next meeting:

 

1.2.3 Bynes Road and Sanderstead Road, Croham- proceed with the proposed "At any time" waiting restrictions with amendments; introducing the extension to the double yellow lines on the south side only and abandoning those on the north side of Bynes Road and in Sanderstead Road;

 

A33/14 OBJECTIONS TO PROPOSED DISABLED PARKING BAYS - VARIOUS LOCATIONS

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:


1.1 Consider the objections received to the proposal to provide Disabled Persons' parking bays in Belmont Road, Woodside, Charlton Gardens, Croydon East, Holmewood Road, South Norwood and Totton Road, Bensham Manor.
 

1.2 Agree for the reasons in section 3 of the report to introduce Disabled Persons' parking bays in Belmont Road, Charlton Gardens, Holmewood Road and Totton Road and delegate to the Enforcement and Infrastructure Manager, Highways & Parking Services the authority to give notice and (subject to receiving no material objections) make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).
 

1.3 Instruct Officers to Inform the objectors of the decisions.
 

A34/14 GALPINS ROAD, NORBURY - RESULTS OF INFORMAL CONSULTATION FOR THE RETENTION/REMOVAL OF TRAFFIC CALMING MEASURES

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment Services that, having considered the results of the consultation, they agree to the retention and maintenance of the speed cushions and associated road signs at locations in Galpins Road between its junction with London Road and Silverleigh Road as set out in this report.

A35/14 CONSULTATION RESULTS ONE WAY WORKINGS AND ONE WAY WITH CYCLE CONTRAFLOW

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment to:
 

1.1 Consider the responses to the Informal and Statutory consultations and agree to proceed with the permanent works signs and road markings for one-way working with cycle contraflow where appropriate for the following roads only, as shown on the relevant attached plans given in Appendix A to the report:

 

  • St Peters Street - Croham
  • Dennett Road - Broad Green
  • Broad Green Avenue - Selhurst
  • Talbot Road - Selhurst
  • Lucerne Road - Bensham Manor
  • Watcombe Road - Woodside


1.2 Consider the responses to the Informal and Statutory consultation in respect of The Crescent and Beaconsfield Road and agree not proceed with the scheme for these roads due to the reasons given in Section 3 of the report.

 

1.3 Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services authority make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to implement Recommendation 1.1 above.


1.4 Instruct Officers to inform the objectors/respondents of the Cabinet Member's decision
 

A36/14 NEW ADDINGTON CENTRAL PARADE PUBLIC REALM IMPROVEMENTS PHASE 2


 1.1 Having considered the contents of the addendum report to Item 16, in association with the recommendations in the related report and in respect of the Central Parade Public Realm Improvements Scheme on the agenda, the Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport & Environment to:


• Proceed with the scheme with the proposals to relocate four of the proposed disabled parking bays to the eastern side of Central Parade;


• and not proceed with proposals to amend the direction that traffic can travel along the southern part of the Central Parade access road.

 

1.2 Agree that the General Manager of Enforcement and Infrastructure be authorised to take the steps necessary to implement the Central Parade Public Realm Improvements Scheme, including issuing any necessary notices under Section 23 of the Road Traffic Regulation Act 1984 (as amended), and Section 90C of Highways Act 1980 (as amended) , subject to no material objections being received in response to the giving of public notice;

 

1.3 Note that any material objections received on the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.
 

A37/14 LOWER ADDISCOMBE RD, ADDISCOMBE & CENTRAL PARADE, NEW ADDINGTON - FREE ONE HOUR PARKING PILOT STUDY

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:
 

1.1 Agree to a pilot 1 hour free parking in Lower Addiscombe Road, Addiscombe and Central Parade, New Addington taking place for a period of three months between 1 December 2014 and 28 February 2015.

 

1.2 To delegate authority to the Enforcement and Infrastructure Manager, Highways and Parking Services to give the necessary public notice of amendments to the Traffic Management Orders made under the Road Traffic Regulation Act 1984 (as amended) in order to vary the parking charges for Lower Addiscombe Road, Addiscombe and Central Parade, New Addington for the pilot term.
 

A38/14 CROYDON BUSINESS IMPROVEMENT DISTRICT (BID) PROPOSAL - £1 PARKING (3 TO 7PM) FROM 13 NOVEMBER TO 31 DECEMBER IN TOWN CENTRE SURFACE CAR PARKS

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Agree to a £1 flat charge for parking in the West Croydon, Jubilee Bridge and Spices Yard Car Parks from 3pm to 7pm from Thursday 13 November to 31 December 2014.

 

1.2 Agree to a £1 flat charge for parking in Wandle Road Surface Car Park 4 to 7pm from Thursday 13 November to 31 December 2014.

 

1.3 Delegate authority to the Enforcement and Infrastructure Manager, Highways and Parking Services to give the necessary public notice of amendments to the Traffic Management Order made under the Road Traffic Regulation Act 1984 (as amended) in order to vary the parking charges for the car parks, times and dates above.
