ASHCROFT RISE, COULSDON - REQUEST FOR FOOTWAY PARKING EXEMPTION
PEMDEVON ROAD - REQUEST FOR RESIDENTS' PARKING

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:

1.1 To delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to give notice and subject to receiving no material objections to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) to extend the Croydon (North Permit Area) CPZ into Pemdevon Road.

1.2 To note that any material objections received on the giving of public notice will be reported to a future Traffic Management Cabinet Advisory Committee for Members' consideration.

1.3 For the reasons detailed in paragraphs 3.5 to 3.10 of the report not to proceed with the request for the Council to introduce an exemption in respect of Ashcroft Rise from the London-wide ban against footway (pavement) parking.

1.4 To the Council's continued enforcement of the ban against footway parking in Ashcroft Rise accordance with the Greater London Council (General Powers) Act 1974 as amended.

1.5 That officers inform the petitioners of these decisions.
 

 

 

A44/14 FAIRHOLME ROAD & MIDHURST AVENUE - CONSULTATIONS ON PILOT ON EXTENDING CPZ OPERATIONAL HOURS

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:

1 To consult residents of Fairholme Road and Midhurst Avenue on an 18 month pilot to extend the parking controls hours of operation to 9am to 7pm, Monday to Saturday, 8am to 8pm, Monday to Sunday or retain the existing 9am to 5pm, Monday to Saturday controls.

2. Report the findings of the consultation to the next available Traffic Management Advisory Committee meeting.

A45/14 BINGHAM ROAD AREA - PROPOSED INFORMAL CONSULTATION ON RESIDENTS PARKING

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:
1.1 That officers proceed to undertake informal consultation with residents of Bingham Road (CPZ boundary to Fernhurst Road), Ashling Road, Claremont Road, Baring Road, Parkview Road and Fernhurst Road on a possible new Addiscombe Controlled Parking Zone.
1.2 The findings of the consultation be reported to the next available Traffic Management Advisory Committee meeting.

A46/14 PROPOSED NEW WAITING RESTRICTIONS AND REVOCATION OF EXISTING RESTRICTIONS - VARIOUS LOCATIONS

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:
1.1 Delegate to the General Manager of Infrastructure, Parking Services, the authority to give notice and subject to receiving no material objections make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) to:
1.1.1 Introduce ‘At any time' waiting restrictions at the locations detailed below and in Drawing Nos. 258a to j and 258m.
• Peterwood Way - Broad Green
• Montacute Road by Worsley Crescent - Fieldway
• Beulah Grove - Selhurst
• Boulogne Road - Selhurst
• Foxearth Road - Selsdon & Ballards
• Beaumont Road junctions with Bradley Road & Convent Hill - Upper Norwood
• Woodend / Bradley Road - Upper Norwood
• Florida Road / Green Lane - Upper Norwood
• Cold harbour Road - Waddon
• Denning Avenue - Waddon
• Wingate Crescent - West Thornton Heath

1.1.2 Revoke ‘At Any Time' waiting restrictions as shown on drawing Nos. 258k &L in:
• Norbury Court Road by Ena Road - Norbury
• Egerton Road / Parry Road - Thornton Heath

A47/14 NEW PARKING BAYS AND AMENDMENTS TO EXISTING PARKING BAYS - VARIOUS LOCATIONS

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:
1.1 Introduce 4 additional Shared Use (permit holder/Pay & Display) parking bays in Lennard Road, Broad Green to replace the proposed revocation of the 3 Shared Use bays outside The Harris Invictus Academy School for the proposed introduction of a "School Keep Clear" zig-zag marking.
1.2 Amend the existing Taxi rank bay outside 27 to 37 High Street, Fairfield with a no waiting "At Any Time" rank to introduce loading restrictions between midnight to 6am and 9am to midnight in the High Street, Croydon.
1.3 To introduce an additional 5 Pay & Display parking bays in Purley High Street. To introduce a single yellow line 7 to 9am, Monday to Friday waiting restriction within the 2 new bays, which are to replace the loading bay, rather than 7 to 9am, 5 to 7pm, Monday to Sunday restrictions as mentioned in paragraph 3.3.4 of the report.
1.4 Authorise the Enforcement and Infrastructure Manager (Highways and Parking Services) to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to introduce the above measures, subject to receiving no material objections on the giving of public notice.
1.5 To note that any material objections received following public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.
 

A48/14 OBJECTIONS TO PROPOSED PARKING RESTRICTIONS - VARIOUS LOCATIONS

The Traffic Management Advisory Committee considered the objections and comments received to the proposed parking restrictions in Bynes Road, the junction of Alder Croft and Rutherwick Rise, the junction of Byron Avenue and Coulsdon Road, Apostle Way and Beulah Hill and the officers recommendations in response to these and RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:
1.1 Agree for the reasons detailed in paragraph 3 of the report to proceed with the amended proposal in Bynes Road (following confirmation that residents had been advised of the meeting date) and the original proposals at the junction of Alder Croft and Rutherwick Rise, the junction of Byron Avenue and Coulsdon Road, Apostle Way (to extend double yellow line ‘At any time' waiting restrictions on the south-east side of the road only) and the service road in Beulah Hill, leading to Elizabeth Way.
1.2 Delegate to the Enforcement and Infrastructure Manager, Parking Services the authority to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to implement recommendation 1.1 above.
1.3 Request officers to inform the objectors of the above decision.
 

A49/14 OBJECTION TO PROPOSED REMOVAL OF SHARED USE PARKING BAYS - LENNARD ROAD, CROYDON

The Traffic Management Advisory Committee considered the objections received in response to the public notice detailing the Council's intention to remove three shared use (permit holder/pay and display) parking bays in Lennard Road, Croydon, outside Harris Invictus School in order to introduce a School Keep Clear marking and RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:
1.1 That the removal of the bays and introduction of a School Keep Clear marking should go ahead as proposed;
1.2 To introduce four additional shared use (permit holder/pay and display) bays in Lennard Road to replace those that are proposed to be removed.
1.3 To proceed to introduce the above proposal numbered 1.2 and delegate to the Enforcement and Infrastructure Manager, Highways & Parking Services the authority to give notice and make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).
1.4 That officers inform the objector of the above decision.

A50/14 OBJECTION TO PROPOSED DISABLED PARKING BAY IN CHARTHAM ROAD

The Traffic Management Advisory Committee considered the objection received to the proposal to provide a Disabled Persons' parking bay in Chartham Road, South Norwood, and the officers' recommendation in response to these and RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:
1.1 To introduce the Disabled Persons' parking bay in Chartham Road, and to delegate to the Enforcement and Infrastructure Manager, Highways & Parking Services the authority to give notice and make the necessary Traffic Management Order under the Road Traffic Regulation Act 1984 (as amended)
1.2 That officers inform the objector of the decisions.

A51/14 PROPOSED CAR PARK - BASEMENT OF SURREY STREET MULTI-STOREY CAR PARK

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:
1.1 To an amendment to the Off-Street Parking Places Order (2012 no.54) to designate the Surrey Street basement car park for the sole use of Surrey Street traders displaying a valid permit and for delivery vehicles loading/unloading for a maximum of 20 minutes.
1.2 To delegate to the Manager of Enforcement and Infrastructure, Highways and Parking Services the authority to give notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to introduce the above proposal.
1.3 To note that any material objections received on the giving of public notices will be reported to a future Traffic Management Cabinet Advisory Committee for consideration.

A52/14 SCHOOL TRAVEL PLAN SCHEMES - PROPOSED SCHOOL KEEP CLEAR MARKINGS

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:
1.1 To delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to give notice and, subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) to introduce ‘School Keep Clear' markings and associated signage as shown on Drawing Numbers DOWNSVW/SKC, BROADMD/SKC and KENDRA/SKC.
1.2 To note that any material objections received on the giving of public notice will be reported to a future meeting of the Traffic Management Advisory Committee for consideration by the Cabinet Member for Transport and Environment.
 

A53/14 OBJECTION TO PROPOSED ZEBRA CROSSING - COULSDON ROAD

The Traffic Management Advisory Committee considered the objection and comments received following the giving of public notice in respect of the proposal to introduce a zebra crossing on Coulsdon Road near to its junction with Stoneyfield Road, as shown on the plan numbered Zebra, ZEB_COULS, and officers' response to the objection and RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree subject to a reduction in the zig-zag line opposite the bus stop:
1.1 to authorise the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to introduce the above crossing facility.

A54/14 PROPOSED HIGHWAY RESTRICTIVE MEASURES - PREVENTION OF INCURSIONS ON IMPERIAL WAY AND LYSANDER ROAD

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:
1.1 That the Enforcement and Infrastructure Manager, Highways and Parking Services proceed to make the necessary Traffic Management Order under the Road Traffic Regulation Act 1984 (as amended) to install a height barrier at the following locations:-

• In Imperial Way by the entrance to the Swift Centre close to Costco; and
• At the entrance to Lysander Road off Imperial Way.

1.2 To note that any material objections received on the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.

A55/14 CYCLE ROUTE IMPROVEMENTS CONTRAFLOW CYCLE LANES - VARIOUS LOCATIONS

The Traffic Management Advisory Committee considered the proposals to improve facilities for cyclists, by exempting them from the existing one way working along the following roads, thereby allowing cyclists to travel in both directions. (Plans attached as Appendix 1 of the report)
1.1 a. Altyre Road (Fairfield) from Hazledean Road to Addiscombe Road
b. Edridge Road (Fairfield) from Croydon Flyover to Coombe Road
c. Violet Lane (Waddon) from Ashley Lane to Hillside Road
d. Cross Road (Addiscombe) from Lower Addiscombe Road to Leslie Grove
e. Grange Road (Thornton Heath) from The Drive to Ross Road
f. The Drive (Thornton Heath) from The Retreat to Grange Road

 

1.2 To carry out the necessary consultation to convert some single yellow lines (currently operational Mon-Sat 7 am - 7 pm) to double yellow lines.
- On the eastern side of Grange Road, from The Drive northwards to Ross Road.
- On the western side of Grange Road, for a length of 11m from the exit point of the proposed cycle by-pass (from The Drive into Grange Road)

 

The Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:
1.3. To delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to carry out Statutory Consultation and make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to implement 1.1 and 1.2 above.

 

The Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree a tabled recommendation as follows:
1.4 To carry out statutory consultation to install a speed reduction measure (speed cushion) in Grange Road, several metres south of the junction with Ross Road.
1.5 Where material objections are received these will be reported back to a future meeting of the Traffic Management Advisory Committee for determination by the Cabinet Member for Transport and Environment.
