A5/15 CONSULTATION/NOTIFICATION OF HERITAGE (URBAN/SUBURBAN) STREET LIGHTING IN THE CHATSWORTH ROAD, EAST INDIA ESTATE, HAROLD ROAD, NORBURY ESTATE, NORWOOD GROVE, SOUTH NORWOOD & UPPER NORWOOD TRIANGLE CONSERVATION AREAS

The Traffic Management Advisory Committee having considered the responses to the resident consultation exercise carried from 27th October 2014 RESOLVED to recommend the Cabinet Member for Transport and Environment that they approve the chosen style of heritage street lighting equipment (Type A, Ely Lantern with Cardiff Column) to be used in the Chatsworth Road, East India Estate, Harold Road, Norbury Estate, Norwood Grove (excluding Copgate Path), South Norwood & Upper Norwood Triangle (excluding St Aubyn's Rd) Conservation Areas.

A6/15 RESULTS OF CONSULTATION FOR HERITAGE (VICTORIAN STYLE) STREET LIGHTING IN THE WEBB ESTATE/UPPER WOODCOTE VILLAGE, NORWOOD GROVE (COPGATE PATH ONLY) & THE WALDRONS CONSERVATION AREAS

The Traffic Management Advisory Committee having considered the results of the resident consultation exercise carried out between 27th October 2014 and 23rd December 2014 RESOLVED to recommend that the cabinet Member for Transport and Environment that they agree the chosen style of heritage street lighting equipment (Type A, Windsor Street Lantern with Cardiff Column) to be used in the Webb Estate/Upper Woodcote Village (Oak Columns to be retained around Woodcote Village Green), Norwood Grove (Copgate Path only) and The Waldrons Conservation Areas.

A7/15 RESULTS OF CONSULTATION FOR HERITAGE (VILLAGE STYLE) STREET LIGHTING IN THE ADDINGTON VILLAGE AND BRADMORE GREEN CONSERVATION AREAS

The Traffic Management Advisory Committee having considered the responses to the resident consultation exercise carried out between 27th October 2014 and 23rd December 2014 RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree the chosen style of heritage street lighting equipment (Type B Strand Lantern with Cardiff Column) to be used in the Addington Village and Bradmore Green Conservation Areas.

A8/15 RESULTS OF CONSULTATION FOR HERITAGE STYLE STREET LIGHTING IN THE COMBINED CENTRAL CROYDON CONSERVATION AREA

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they defer the results contained within the report to a future meeting of the Committee to allow for further consultation with residents on the style of equipment to be installed.

A9/15 CYCLE ROUTE IMPROVEMENTS: REMOVE CYCLE BAN - NORTH END (EXPERIMENTAL ORDER)

The Traffic Management Advisory Committee having considered the proposals to improve facilities for cyclists, by removing the existing cycling ban along North End under an Experimental Traffic Order, thereby allowing cyclists to travel in both directions at all times RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1. Approve the necessary Experimental Traffic Order in order to implement the Experimental Scheme for an 18 month trial period with the proposals as described in section 3 of this report.

 

1.2. Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to carry out Statutory Consultation and make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to implement Recommendation 1.1 above.

 

1.3. Note that where material objections are received during the first 6 months of the Experimental Scheme they will be reported back to a future meeting of the Traffic Management Advisory Committee for further consideration by the Cabinet Member before a decision is made whether to make the scheme permanent or not.

 

1.4. Where no material objections are received the Enforcement and Infrastructure Manager, Highways and Parking Services is authorised to make the necessary Traffic Management Orders permanent.

 

1.5. Empowering the Enforcement and Infrastructure Manager, Highways and Parking Services to modify or suspend the operation of the order in the interests of expeditious, convenient and safe movement of traffic.
 

A10/15 PROPOSED ONE WAY WORKINGS - OAKLEY ROAD, FERNDALE ROAD,
DUNDEE ROAD, BELMONT ROAD, GRASMERE ROAD

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to:

 

1.1 The proposal to the informal consultation and the giving of public notices on the proposal to introduce one-way workings with the exemption for pedal cycles in Oakley Road, Ferndale Road, Dundee Road, Belmont Road and Grasmere Road as shown on drawings HWY/TRS/1261/002/01and HWY/TRS1261/003/00

 

1.2 Authorise the Enforcement and Infrastructure Manager, Highway and Parking Services to give notice of the proposals and subject to receiving no material objections to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to implement Recommendation 1.1 above.

 

1.3 Note that the results of the informal consultation and any comments (or material objections) received to the public notice be reported to a future meeting of the Traffic Management Advisory Committee for consideration.

 

1.4 Note that any material objections received following public notice will be reported to a future Traffic Management Advisory Committee for Members consideration.
 

A11/15 PROPOSED ONE WAY WORKING WITH CYCLE CONTRAFLOW LEBANON ROAD

That the Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Agree to the informal consultation and the giving of public notices on the proposal to introduce one-way working with cycle contraflow in Lebanon Road as shown on drawing HWY/TRS/1261/001/002.

 

1.2 Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to give notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to implement Recommendation 1.1 above.

 

1.3 Note that the results of the informal consultation and any comments [or material objections] received to the public notice will be reported to a future meeting of the Traffic Management Advisory Committee for consideration.

A12/15 PARKING CHARGES 2015/16

Officers clarified that skip charges identified in Appendix B of the report would not be increasing The Traffic Management Advisory Committee RESOLVED recommend to the Cabinet Member for Transport and Environment that they agree:
 

1.1 That charges for Parking Permits identified in Appendix A remain at 2014/15 levels.
 

1.2 That charges for the other on and off-street parking areas as detailed in Appendix C and D remain at 2014/15 levels.
 

1.3 That charges for residential parking bay suspensions, parking dispensations and mobility charges identified in Appendix B remain at 2014/15 levels.
 

1.4 To continue the 1 hour free parking pilot study for the on-street Pay & Display bays in Lower Addiscombe Road, Addiscombe, the Central Parade service road and Central Parade Car Park, New Addington and review as part of the forthcoming ‘Fair Parking Policy'.
 

1.5 Increase charges for commercial parking bay suspensions, dispensations as identified in Appendix B.
 

1.6 Increase charges for Temporary Traffic Management Orders and Special Event Traffic Management Orders identified in Appendix B.
 

1.7 That any changes to parking charges are intended to be made from Tuesday 7th April 2015.
 

1.8 Authorise the General Manager of Infrastructure, Parking Services to give the necessary public notice of amendments to the Traffic Management Orders made under the Road Traffic Regulation Act 1984 (as amended) in order to vary the parking charges, as detailed in the Appendices to this report.
 

A13/15 AMENDMENT TO WEIGHT RESTRICTIONS OF HIGHWAY BRIDGES

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:-

1.1 To the making of a traffic management order to implement a weight restriction of 7.5 Tonnes to vehicular movement on the Higher Drive Bridge with an exemption for buses and fire engines under the new Road Traffic Regulation Act 1984 (as amended).

 

1.2 To the amendment of the existing Traffic Management Order to implement a reduced weight restriction of 7.5 Tonnes to vehicular movement on Blackhorse Lane (North) bridge with an exemption for buses and fire engines under the new Road Traffic Regulation Act 1984 (as amended).

 

1.3 To the removal of existing weight restrictions by revoking the associated Traffic Management Orders for Goat House, Spring Lane, Tennison Road, Woodcote Grove Road Bridge and Coombe Road Bridges under the new Road Traffic Regulation Act 1984 (as amended).

 

1.4 That the Executive Director of Planning & Environment be authorised to give notice of the proposals and subject to receiving no material objections on the giving of public notice make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).

 

1.5 Note that any material objections received on the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.
 

A14/15 PETITIONS - SPURGEON RD / AVE AND ORCHARD WAY, TRAFFIC AND PARKING ISSUES

1. Petition - Spurgeon Road

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that the proposals for waiting restrictions in Spurgeon Road at its junctions with Beulah Hill and Waddington Avenue be deferred to a future meeting of the Committee to enable officers to meet with local residents to discuss the alternative options available, and for officers to liaise with Harris Academy with regard to their travel plan and parking issues.
 

2. Petition - Orchard Way
The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment the proposal to the consultation and the giving of public notices on the proposal to introduce single yellow line 8am to 9.30am and 2.30pm to 4pm, Monday to Friday waiting restrictions in Orchard Way at the pedestrian crossing point opposite Orchard Way Primary School.

A15/15 BRANTWOOD ROAD AREA,- RESULTS OF CONSULTATION

The Traffic Management Advisory Committee having considered the results of consultation RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree not to introduce a controlled parking zone in the Brantwood Road area at the current time and that officers monitor parking and traffic conditions, as well as feedback from local residents, for future review.

A16/15 PROPOSED WAITING RESTRICTIONS - VARIOUS LOCATIONS

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to:
 

1.1 The proposal to the consultation and the giving of public notices on the proposal to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) to introduce mainly ‘At any time' waiting restrictions at the locations detailed below and in Drawing Nos. PD - 261a to PD - 261q.

• Woodside Court Road - Ashburton
• Miller Road - Broad Green
• Oakfield Road - Broad Green

1.2 Delegate to the General Manager of Infrastructure, Parking Services, the authority to give notice and subject to receiving no material objections to make the restrictions in paragraph 1.1. above.

 

1.3 Note that any material objections received on the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.
 

A17/15 NEW PARKING BAYS - VARIOUS LOCATIONS

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:
 

1.1 To introduce a loading bay in Woodside Court Road, Croydon, near its junction with Lower Addiscombe Road.
 

1.2 To relocate the existing Neighbourhood Care bay in Dennett Road, Croydon from its current position 13.60 metres from the junction with Handcroft Road to a point 6.60 metres from the junction with Handcroft Road.
 

1.3 To introduce an additional free parking bay in Marlpit Avenue, Coulsdon.
 

1.4 To introduce a limited stay disabled bay for general use in Ledbury Road Croydon near its junction with South End.
 

1.5 To introduce 10 additional shared use (permit holder/pay and display) parking spaces in Stanger Road, South Norwood.
 

1.6 Note the required amendment of the Traffic Management Orders governing parking restrictions in the north-western arm of Windermere Road (between its junction with Brighton Road and its south-eastern extremity) due to a change in the road name from Windermere Road to Dobles Close.
 

1.7 To Authorise the Enforcement and Infrastructure Manager (Highways and Parking Services) to give notice of the proposals and subject to receiving no material objections on the giving of public notice to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).
 

1.8 Note that any material objections received following public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration
 

A18/15 OBJECTIONS TO PROPOSED WAITING RESTRICTIONS - BEAUMONT ROAD AND COLDHARBOUR ROAD

The Traffic Management Advisory Committee having considered the objections received to the proposed parking restrictions in Beaumont Road and Coldharbour Road and the officer's recommendations in response to these, RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:
 

1.1 For the reasons detailed in paragraph 3 of the report to amend the proposed restrictions in Beaumont Road but proceed with the original proposal in Coldharbour Road;
 

1.2 That the Enforcement and Infrastructure Manager, Highways & Parking Services be delegated the authority to make the necessary Traffic Management Order under the Road Traffic Regulation Act 1984 (as amended) in order to implement recommendations 1.2 above; and that
 

1.3 Officer inform the objectors of the above decision.

A19/15 OBJECTIONS TO DISABLED BAYS

The Traffic Management Advisory Committee having considered the objections received to the proposals to provide a Disabled Persons' parking bay in Leighton Gardens, South Croydon and Chisholm Road, Croydon, and officers' recommendations in response to these. RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree for the reasons detailed in section 3 of the report:
 

1.1 To introduce the Disabled Persons' parking bay in Leighton Gardens and Chisholm Road;
 

1.2 Delegate to the Enforcement and Infrastructure Manager, Highways & Parking Services the authority to give notice and make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended); and
 

1.3 That officers inform the objectors of the decisions.
