A24/15 FAIRHOLME ROAD & MIDHURST AVENUE - RESULTS OF INFORMAL CONSULTATION ON PILOT ON EXTENDING CPZ OPERATIONAL HOURS

The Traffic Management Advisory Committee, having considered the results of an informal resident consultation, RESOLVED to recommend that the Cabinet Member for Transport and Environment agree to:

 

1.1 Introduce an 18 month pilot scheme for part of the Croydon Controlled Parking Zone (North Permit Zone) in Fairholme Road and Midhurst Avenue to extend the hours of operation of the parking controls to 8am to 8pm, Monday to Sunday.

 

1.2 Authorise the General Manager of Operations and Infrastructure (Highways and Parking) to make an experimental Traffic Management Order for the increase in the Controlled Parking Zone operational hours under the Road Traffic Regulation Act 1984 (as amended) subject to no material objections being received.

 

1.3 Note that any material objections received during the first 6 months of operation of the increased operational hours will be reported to a future Traffic Management Advisory Committee for Members' consideration.

A25/15 PROPOSED PARKING RESTRICTIONS - VARIOUS LOCATIONS

The Traffic Management Advisory Committee, having considered proposals to introduce parking restrictions at various locations across the Borough, where parking is creating obstruction and safety concerns, RESOLVED to recommend that the Cabinet Member for Transport and Environment agree to:

 

1.1 Introduce mainly ‘At any time' waiting restrictions at the locations detailed below:

  • Craigen Avenue / Selwood Road - Ashburton
  • Bensham Lane by Torridge Road (south) - Bensham Manor
  • Rickman Hill / Westleigh Avenue - Coulsdon West
  • Mayfield Road (Essenden Road to Brambledown Road) - Croham
  • Headley Drive / Dunley Drive - Fieldway
  • Farnborough Avenue opposite Heathfield Vale - Heathfield
  • Holmbury Grove (section leading to Selsdon Park Road) - Heathfield
  • Pollards Hill East / Pollards Hill North - Norbury
  • White Hill / Timberling Gdns / Theresa's Walk - Sanderstead
  • Limes Place - Selhurst
  • Sylvan Hill junctions with Church Road and 3-5 Sylvan Hill - South Norwood

  • Ullswater Crescent, Breakfield to cul-de-sac end 7 to 8.30am, Mon to Fri and ‘At any time' - Coulsdon East. An amended plan was tabled at the meeting showing the removal of double yellow lines at the south west end of Ullswater Crescent.

 

1.2 The Advisory Committee, after considering further objections from a member of the public, RESOLVED to recommend to the Cabinet Member for Transport and Environment to remove the parking restrictions outside of 2 Greenwood Rd and adjust the Controlled Parking Zone boundary to exclude this address from the zone.

 

1.3 Delegate to the General Manager of Operations and Infrastructure (Highways and Parking) the authority to give notice and, subject to receiving no material objections, make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).

 

1.4 Note that any material objections received on the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.

A26/15 NEW PARKING BAYS - VARIOUS LOCATIONS

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to:
 

1.1 Revoke the Neighbourhood Care Bay in Shirley Road by Primrose Lane and the proposals to convert to a 1 hour maximum stay free bay and reposition the existing disabled bays alongside, Ashburton.


1.2 Convert a Permit/Pay & Display bay to a 9am to 5pm, Monday to Saturday Neighbourhood Care Bay outside 21 Oakfield Road, Broad Green.


1.3 Reduce the length of a free parking bay in Woodmansterne Road, Coulsdon West.


1.4 Remove one Shared-use Permit / Pay & Display parking bay and relocate two other bays in Woodbury Close, Fairfield.


1.5 Convert the Neighbourhood Care Bay to a free parking bay outside 15 Russell Hill, Purley.


1.6 Introduce an ‘At any time' ambulance bay outside 130 Regina Road, South Norwood.


1.7 Convert a disabled bay to an ‘At any time' ambulance bay in Dunheved Road and to incorporate a 3 hour maximum stay for the existing disabled bays in Dunheved Road South and Thornton Row, West Thornton.


1.8 Authorise the General Manager of Operations and Infrastructure (Highways and Parking) to give notice of the proposals and subject to receiving no material objections on the giving of public notice to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).


1.9 Note that any material objections received following public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.
 

A27/15 TAMWORTH ROAD - CONSIDERATION OF OBJECTIONS AND PROPOSED NEW OFF-STREET CAR PARK, COULSDON FARM ACCESS ROAD AND GORSE ROAD - PROPOSED OFF-STREET CAR PARKS, CROYDON ADULT LEARNING AND TRAINING (CALAT) CENTRE, CHIPSTEAD VALLEY ROAD ENTRANCE, COULSDON - PROPOSED SHORT-TERM CAR PARK

The Traffic Management Advisory Committee, having considered requests from the Council's Landlord Services, RESOLVED to recommend that the Cabinet Member for Transport and Environment agree to:
 

1.1 Consider the objections (and responses) to introduce an off-street car park with a permit scheme in the Tamworth Road Estate.
 

1.2 The amended proposal as detailed in 3.6 and 3.7 of the report in respect of the Tamworth Road Housing Estate.
 

1.3 Create off-street car parks on the access road from Lion Green Road leading to Coulsdon Farm and Gilbert Court and the access road and parking area for 72a to d Gorse Road.
 

1.4 Introduce a short term pay and display car park be created at the CALAT Centre car park on Chipstead Valley Road that will operate between Monday and Saturday, 7am until 6pm.
 

1.5 Delegate authority to the General Manager of Operations and Infrastructure (Highways and Parking) to give notice of the proposals and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to introduce the above proposals.
 

A28/15 OBJECTIONS TO PROPOSED PARKING RESTRICTIONS - BEECH AVENUE, OAKFIELD ROAD AND STOATS NEST ROAD

The Traffic Management Advisory Committee, having considered objections received from the public following formal consultation on proposals to introduce parking restrictions RESOLVED to recommend that the Cabinet Member for Transport and Environment agree to:
 

1.1 Proceed with the original proposals in Furze Road junction, Oakfield Road and Stoats Nest Road, as detailed in the report.

 

1.2 Pagehurst Road, Sissinghurst Road, Tenterden Gardens, Tenterden Road and Wydehurst Road -to reduce the proposed returns at these junctions from 7m to 5m.

 

1.3 After hearing an objection from a member of the public the Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment to proceed with the original proposal to introduce double yellow lines at the Lower Road/Sylverdale Road junction but to review the length of the lines on the west side of Lower Road.

 

1.4 The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment  to defer proposals for waiting restrictions in Beech Avenue and St Mary's Road, Sanderstead to a future meeting of the Committee to allow consultation with the relevant Ward Councillors.

1.5 Councillor Canning informed the Committee that there was large scale opposition from residents to proposed waiting restrictions at Houlder Crescent, Waddon. Given the scale of objections the Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment not to introduce the proposed waiting restrictions at this time but to monitor parking issues for future review.

 

1.6 Delegate to the General Manager of Operations and Infrastructure (Highways and Parking) the authority to make the necessary Traffic Management Order under the Road Traffic Regulation Act 1984 (as amended) in order to implement the recommendations.

 

1.7 Inform the objectors of the above decision.

A29/15 OBJECTION TO PROPOSED DISABLED PARKING BAYS

The Traffic Management Advisory Committee, having considered objections received from members of the public following the formal consultation process on proposals, RESOLVED to recommend that the Cabinet Member for Transport and Environment agree to:
 

1.1 Introduce disabled parking bays In Medway Close and Bradley Road at revised locations, and in Wingate Crescent as originally proposed.
 

1.2 Delegate to the General Manager of Operations and Infrastructure (Highways and Parking) the authority to give notice and make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).
 

1.3 Inform the objectors of the decisions.

A30/15 PROPOSED NEW ZEBRA PEDESTRIAN CROSSING - SPRING LANE

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to:
 

1.1 Authorise the giving of public notice in respect of the proposal to introduce a zebra crossing facility at Spring Lane (A215) between Estcourt Road and the entrance to Builders Yard by the bridge as shown on plan No.HWY/WP/1246//03/TMAC.

 

1.2 Authorise the General Manager of Operations and Infrastructure (Highways and Parking) to carry out the statutory consultation, serve notices and make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended), in order to introduce the changes, subject to receiving no material objections following public notice.
 

1.3 Note that any material objections received following public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.

 

A31/15 CYCLE ROUTE IMPROVEMENTS - QUIETWAY ROUTE 77 (WATERLOO TO CROYDON)

The Traffic Management Advisory Committee having considered the report RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to:

 

1.1 to approve the proposed key design interventions within the borough designed by Sustrans on behalf of Transport for London (TfL) to improve safety and facilities for cyclists at key locations along the proposed Quietway Route 77 which runs from Waterloo to Croydon as shown on the plan at Appendix 1 of the report and detailed concept design drawings at Appendix 2 of the report. 

 

1.2 The report detailed the part of the route that is located within the London Borough of Croydon (LBC). The other interventions along this route will be delivered by the other two boroughs it passes through and TfL where the route coincides with the red route.

The locations of the proposed interventions in LBC are listed below:

  • Intervention 30: London Rd and its junction with Acacia Rd and Norbury Ave (Norbury Ward). On Red Route, to be delivered by TfL.
  • Intervention 31: Norbury Ave (Norbury Ward) Proposals for Norbury Avenue will be devised by Sustrans with the local community via a ‘DIY Streets' project and will be the subject of a future recommendation. 
  • Intervention 32: Brook Road jw Melfort Road (Bensham Manor Ward)
  • Intervention 33: Brook Rd jw Brigstock Road (Bensham Manor Ward)
  • Intervention 34: Pawsons Rd and its jw Pitt Rd and Mayo Rd (Selhurst Ward)
  • Intervention 35: Princess Rd jw Whitehorse Rd and The Crescent (Selhurst Ward)
  • Intervention 36: Northcote Rd/Selhurst Rd and its jw The Crescent and Sydenham Rd (Selhurst Ward)
  • Intervention 37: Sydenham Rd jw Gladstone Rd (Selhurst Ward)
  • Intervention 37: Sydenham Rd jw Dingwall Rd, James's Rd (Selhurst Ward and Fairfield Ward)
  • Intervention 37: Sydenham Rd (Fairfield Ward)
  • Intervention 38: Sydenham Rd jw Dingwall Road (Fairfield Ward)
  • Intervention 38: Dingwall Rd nr jw Lansdowne Rd (Fairfield Ward)

1.3 Delegate to the General Manager of Operations and Infrastructure (Highways and Parking) authority to carry out Statutory Consultation and make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to implement Recommendation 1.2 above.

 

1.4 That should the final designs for the above interventions need modification for the reasons given in 2.4 of this report, such changes will be agreed by the Cabinet Member in consultation with the General Manager of Operations and Infrastructure (Highways and Parking) and without reference back to this Advisory Committee, prior to undertaking the Statutory Consultation.

 

1.5 Note that where material objections are received these will be reported back to a future meeting of the Traffic Management Advisory Committee for determination by the Cabinet Member for Transport and Environment.

A32/15 RESULTS OF CONSULTATION: NEW ADDINGTON CENTRAL PARADE PUBLIC REALM IMPROVEMENTS PHASE 2

 The Traffic Management Advisory Committee, having considered comments and objections from the public following the consultation process on the proposed Traffic Management Orders for the Scheme, RESOLVED to recommend that the Cabinet Member for Transport and Environment agree to:

 

1.1 Not to proceed with the proposed introduction of limited time loading bays.

 

1.2 Authorise the General Manager of Enforcement and Infrastructure, Parking Services to make the necessary Traffic Management Orders as detailed in Section 3 under the Road Traffic Regulation Act 1984 (as amended) to confirm the following:

  • Proposed installation of speed tables;
  • Proposed introduction of pay and display parking bays; and
  • Proposed introduction of limited time disabled bays.

1.3 Inform the consultees and objectors of the decisions.

 

1.4 That the General Manager of Enforcement and Infrastructure be authorised to take the steps necessary to implement the introduction of two additional pay and display parking bays, central parade New Addington. Including issuing any necessary notices under Section 23 of the Road Traffic Regulation Act 1984 (as amended), subject to no material objections being received in response to the giving of public notice.

 

1.5 Note that any material objections received on the giving of public notice for the two pay and display parking bays will be reported to a future Traffic Management Advisory Committee for Members' consideration.

A33/15 CONNECT2 -PROPOSED ZEBRA CROSSING AT THE JUNCTION OF PARK HILL ROAD AND CHICHESTER ROAD

It was noted that the report title did not include all proposed zebra crossings. these are:
• Park Hill Road and Chichester Road,
• Pitlake; and
• Factory Lane.

 

The Traffic Management Advisory Committee RESOLVED recommend to the Cabinet Member for Transport and Environment to :

1 Agree that the General Manager of Enforcement and Infrastructure be authorised to take the steps necessary to implement the three proposed zebra crossings for the Connect2 Scheme, including issuing any necessary notices under Section 23 of the Road Traffic Regulation Act 1984 as amended, subject to no material objections being received in response to the giving of public notice.

 

2 Note that any material objections received on the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members consideration.
