A38/15 CROYDON ADULT LEARNING AND TRAINING (CALAT) CENTRE, CHIPSTEAD VALLEY ROAD ENTRANCE, COULSDON - CONSIDERATION OF OBJECTIONS AND PROPOSED SHORT TERM CAR PARK
WARD: COULSDON WEST

The Traffic Management Advisory Committee having considered the objections detailed in Appendix 1 of the report and officers responses following the giving of public notice RESOLVED to recommend that the Cabinet Member for Transport and Environment agree to:

1.1 i.i Introduce an off-street car park in the Tamworth Road Housing Estate;
ii. Revoke the Lion Green Road Car Park from the Off-street Car Park Traffic Management Order;
iii. Introduce a short term, pay and display, car park at the CALAT Centre on Chipstead Valley Road, Coulsdon, to operate Monday to Saturday.

 

1.2 That the General Manager of Operations and Infrastructure (Highways and Parking) be given delegated authority to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to introduce the above proposals.

 

1.3 That officers to inform the objectors of the Cabinet Member's decision.

A39/15 CONSULTATION RESULTS ONE WAY WORKINGS EXCEPT CYCLES -OAKLEY ROAD, FERNDALE ROAD, DUNDEE ROAD, BELMONT ROAD, GRASMERE ROAD
WARD: WOODSIDE

Following discussion by the Committee Councillor Thomas requested a recorded vote; this was agreed by the Chair. Councillors Canning, King and Mann voted in favour of the decisions shown below, Councillor Mohan and Thomas voted against.

 

The Traffic Management Advisory Committee having considered the petitions received from residents and noted the responses to the informal consultation RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to:
1.1 Agree to proceed with the proposals to introduce one-way workings with the exemption for pedal cycles for the roads listed below for the reasons given in Section 3 of the report.
Oakley Road-Woodside
Ferndale Road-Woodside
Dundee Road-Woodside
Belmont Road-Woodside
1.2 Agree not to proceed with the proposals to introduce one way workings for Grasmere Road.
1.3 Delegate to the General Manager of Operations and Infrastructure (Highways and Parking) the authority to give public notice of the proposals in 1.1 and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to introduce the above proposals
1.4 Note that any material objections received will be reported back to a future meeting of the Traffic Management Advisory Committee for consideration and onward recommendation to the Cabinet Member.

A40/15 DRUMMOND ROAD & REEVES CORNER TEMPORARY CONTRA-FLOW CYCLE LANE
WARDS: BROAD GREEN AND FAIRFIELD

The Traffic Management Advisory Committee having considered the proposals to improve cycling conditions on the West-East between Croydon Minster and North End by linking the Connect2 scheme at Croydon Minster to North End, incorporating part of Church Street, the Reeves Corner Island and Drummond Road under an Experimental Traffic Order as shown on drawings CPP-10-C-01-10 and CPP-10-C-01-11 appended to the report RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to.

 

1.1. The making of the necessary Experimental Traffic Order in order to implement the Experimental Scheme for up to an 18 month period with the proposals as described in section 3 of the report.

1.2. Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to carry out Statutory Consultation and make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to implement Recommendation 1.1 above.

1.3. Note that where material objections are received during the first 6 months of the Experimental Scheme they will be reported to a future meeting of the Traffic Management Advisory Committee for further consideration by the Cabinet Member before a decision is made whether to make the scheme permanent or not.

1.4. Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to make the necessary Traffic Management Orders permanent if no material objections are received, and to modify or temporarily or permanently suspend the operation of the order if deemed necessary for any reason.
 

A41/15 STREET LIGHTING CONSERVATION AREA PALLET OF MATERIALS
WARDS: FAIRFIELD AND WADDON

The Traffic Management Advisory Committee recommend to the Cabinet Member for Transport and Environment having considered the responses to the further resident consultation exercise carried out between 20th April 2015 and 20th May 2015 as detailed in Appendix 2 of the report RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to the Type C Windsor lanterns on Cardiff Columns as the style of heritage street lighting equipment to be used in the Combined Central Croydon Conservation Area

A42/15 PETITIONS: VALLEY ROAD - REQUEST TO SOLVE PARKING PROBLEM, GONVILLE ROAD - REQUEST TO REMOVE YELLOW LINES, WINGATE CRESCENT - INSUFFICIENT RESIDENTS' PARKING
WARDS: KENLEY AND WEST THORNTON

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that:
1. Having considered the petition requesting help to reduce obstructive parking in Valley Road by Glenside Close and the proposals to introduce double yellow line ‘At any time' waiting restrictions at the Valley Road junctions with Glenside Close and Ashurst Close that they:
1.1 Authorise the Enforcement and Infrastructure Manager, Highways & Parking Services, to give notice and subject to receiving no material objections make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) to introduce the restrictions in paragraph 1 above.
1.2. Note that any material objections received on the giving of public notice in paragraph 1.1 above will be reported to a future Traffic Management Advisory Committee for Members' consideration.

 

2. Having considered the comments of members of the public attending the meeting and the petition from residents requesting that the single yellow lines in Gonville Road at the entrance to the school are removed and the officer's comments in response:
2.1 The Committee RESOLVED to recommend to the Cabinet Member that this item be deferred to a future meeting of the Committee.

 

3. Having considered the petition requesting that the Council help improve parking conditions for residents of Wingate Crescent;
3.1 Agree the officers proposal to introduce a small residents' only parking scheme (operating 9am to 5pm, Monday to Saturday) for Wingate Crescent subject to consultation with residents.


[Note: the original recommendation to the Committee incorrectly stated the following: ‘Agree the officers proposal to introduce a small residents' only parking scheme (operating 9am to 5pm, Monday to Saturday) for Mitcham Road by Therapia Lane subject to consultation with residents.']


3.2 Note that the outcome of the consultation in 3.1 above will be reported to a future Traffic Management Advisory Committee for Members' consideration.

 

4. Note that the Enforcement and Infrastructure Manager, Highways & Parking Services will inform the petitioners of these decisions.

A43/15 PROPOSED PARKING RESTRICTIONS - VARIOUS LOCATIONS

The Traffic Management Advisory Committee having considered the proposals to introduce ‘At any time' waiting restrictions at the locations detailed below and in Drawing Nos. PD - 276a to 276r RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:
• Downs Road / Westwood Road - Coulsdon East
• Chipstead Valley Road by Chinthurst Mews and Reid Close - Coulsdon West

The Traffic Management Advisory Committee considered the objections received to the proposed parking restrictions and the officer's recommendations in response to these in:
• Craigen Avenue / Selwood Rd, Ashburton - para 3.1 to 3.7
• Bensham Lane, Bensham Manor - para 3.8 to 3.11
• Mayfield Road, Croham - para 3.12 to 3.18

The Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:
1.1 Agree the following:
• Craigen Avenue / Selwood Rd, Ashburton - Office to review length of waiting restriction proposed
• Bensham Lane, Bensham Manor - proceed as proposed
• Mayfield Road, Croham - not to proceed with proposal
• Beech Avenue, Sanderstead - proceed as proposed
• St Mary's Road, Sanderstead - proceed as proposed
• Theresa's Walk, Timberling Gardens and White Hill, Sanderstead - proceed with amended proposal
• Wharncliffe Gardens, Thornton Heath - not to proceed with proposed

 

1.2 Delegate to the Enforcement and Infrastructure Manager, Highways & Parking Services the authority to make the necessary Traffic Management Order under the Road Traffic Regulation Act 1984 (as amended) in order to implement recommendations 1.1 above.

 

1.3 Note the officer to inform the objectors of the above decision.

 

1.4 Note that the outcome of the monitoring of the bend opposite Nos. 2 and 4 Timberling Gardens shall be reported to the Members for further consideration future review of the proposed restriction as detailed in paragraph 3.32 of the report.

A45/15 NEW PARKING BAYS - VARIOUS LOCATIONS
WARDS: BROAD GREEN, CROHAM, FAIRFIELD, NORBURY, SOUTH NORWOOD AND WOODSIDE

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:
1.1 To the proposal to introduce a Car Club Bay in place of Pay & Display Only bays in London Road opposite Hathaway Road, Broad Green.
1.2 To the proposal to introduce 2 Car Club Bays in place of Pay & Display Only bays in Bedford Park by Wellesley Road, Fairfield.
1.3 To the proposal to introduce 2 Car Club Bays in place of Pay & Display Only bays in Tavistock Road by Bedford Park, Fairfield.
1.4 To the proposal to introduce a Car Club Bay in Norbury Avenue by Norbury Station, Norbury.
1.5 To the proposal to introduce 2 new shared-use Permit / Pay & Display bays in Napier Road, Croham.
1.6 To the proposal to revoke the loading bay in Church Street by Reeves Corner, Fairfield.
1.7 To the proposal to introduce 4 Pay & Display only (2 hour maximum stay) bays in High Street, Croydon by Scarbrook Road, Fairfield.
1.8 To the proposal to revoke the taxi rank in the Park Lane Service Road by Katharine Street, Fairfield, and replace this and a section of single yellow line on the north side of Smith's Yard with 5 Pay & Display only (2 hour maximum stay) bays.
1.9 To the proposal to introduce a disabled bay in Whitworth Road by Selhurst Road, South Norwood.
1.10 To the proposal to convert a shared-use Permit / P&D bay in Suffolk Road, South Norwood to a Neighbourhood Care Bay.
1.11 To the proposal to revoke the Neighbourhood Care Bay in Cobden Road by Enmore Road, Woodside.
1.12 The General Manager of Operations and Infrastructure (Highways and Parking) be authorised to give notice of the proposals and subject to receiving no material objections on the giving of public notice to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).
1.13 To note that any material objections received following the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration and onward recommendation to the Cabinet Member.

A46/15 OBJECTIONS TO PROPOSED PARKING BAYS
WARD: COULSDON EAST AND WOODSIDE

1.1 The Traffic Management Advisory Committee considered the objections received in response to the public notice detailing the Council's proposal to introduce an additional free parking bay in Marlpit Avenue, adjacent to the junction with Coulsdon Rise, and an additional shared use bay (permit/pay and display) outside No. 51 Stanger Road.
The Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:

 

1.2 Not to proceed with the parking bays in Marlpit Avenue;

 

1.3 To proceed with the additional shared use bay in Stanger Road, in paragraph 1.1 above should go ahead as proposed;

 

1.4 To introduce the above proposal numbered 1.3 and delegate to the Enforcement and Infrastructure Manager, Highways & Parking Services the authority to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).

 

1.4 That officers inform the objectors of the above decision.

A47/15 OBJECTIONS TO PROPOSED DISABLED PARKING BAYS
WARDS: PURLEY, THORNTON HEATH

The Traffic Management Advisory Committee having considered the objections received to the proposals to provide a Disabled Persons' parking bay in Sunnydene Road - Purley, Norfolk Road - Thornton Heath and Coniston Road - Addiscombe including officers' recommendations in response to these RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree for the reasons detailed in Section 3 of the report:
1.1 To introduce the Disabled Persons' parking bay in:-
• Coniston Road, shown in plan no. PD 274q;
• Sunnydene Road, shown in plan no. PD-275 and
• Norfolk Road, shown in plan no. PD 267k.
1.2 Delegate to the General Manager of Operations and Infrastructure (Highways and Parking) the authority to give notice and make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended): and
1.3 That officers inform the objectors of the decisions.

A48/15 PROPOSED NEW ZEBRA PEDESTRIAN CROSSING AT COULSDON ROAD
WARD: COULSDON EAST

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to:

1.1 Authorise the giving of public notice in respect of the proposal to introduce a Zebra Crossing facility at Couldon Road near its junction with Cearn Way as shown on plan No.HWY/1212/TMAC/Coulsdon Road.
1.2 Authorise the General Manager of Operations and Infrastructure (Highways and Parking) to carry out the statutory consultation, serve notices and make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended), in order to introduce the changes, subject to receiving no material objections following public notice.
1.3 Note that any material objections received following public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.

A49/15 PROPOSED SHORT SECTION OF ONE WAY WORKING WITH CYCLE CONTRAFLOW
BEAUMONT ROAD
WARD: UPPER NORWOOD

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they: 

 

1.1 Agree to officers carrying out informal consultation with residents of Beaumont Road to determine residents views on the proposal that there be a short section of one way working (with an exemption for pedal cycles) in Beaumont Road, Upper Norwood as shown on drawing HWY/TRS/1264/005/001.

 

1.2 Agree, that subject to the informal consultation indicating that it is appropriate to proceed with the proposal in 1.1 above, authorise the Enforcement and Infrastructure Manager, Highways and Parking Services to give public notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended); 

 

1.3 Note that any material objections received to the giving of public notice will be reported (with the responses to the informal consultation by way of background information) to a future meeting of the Traffic Management Advisory Committee for consideration and onward recommendation to the Cabinet Member.

A50/15 PETITION BEVERSTONE ROAD / MAPLETHORPE ROAD ONE WAY WORKING
WARD: BENSHAM MANOR

 The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:
1.1 Note the petition in respect of Beverstone Road and Maplethorpe Road
1.2 Agree to the proposal to officers carrying out informal consultation with residents of Beverstone Road and Maplethorpe Road to determine residents views on the proposal for one way working (with an exemption for pedal cycles) as described in the petition, as shown on drawing HWY/TRS/1264/001/01.
1.3 Agree that subject to outcome of that informal consultation, indicating that it is appropriate to proceed to authorise the Enforcement and Infrastructure Manager, Highways and Parking Services to give public notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to implement the proposal in 1.1 above.
1.4 To note that any material objections received to the giving of public notice will be reported (with the responses to the informal consultation by way of background information) to a future meeting of the Traffic Management Advisory Committee for consideration and onward recommendation to the Cabinet Member.

A51/15 CONSULTATION RESULTS ONE WAY WORKING WITH CYCLE CONTRAFLOW LEBANON ROAD
WARD: ADDISCOMBE

The Traffic Management Advisory Committee having considered the objections received, to the consultation and, subsequent public notice for the introduction of one-way working with cycle contraflow in Lebanon Road as shown on drawing HWY/1261-001-02, including officer responses to these RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree;.
1.1 To implement the one-way working with cycle contraflow in Lebanon Road, for the reasons detailed in section 4 of the report,
1.2 Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services authority to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) and to proceed with the permanent works signs and road markings; and
1.3 That officers inform the objectors of the Cabinet Member's decision

A52/15 CHERRY ORCHARD ROAD - PROPOSED ZEBRA CROSSING
WARD: ADDISCOMBE

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to:
1.1 Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to give notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to introduce a zebra crossing facility on Cherry Orchard Road. The proposals are shown on the attached plan numbered C20769/BCD21.
1.2 Note that any material objections received on the giving of public notices will be reported to a future Traffic Management Advisory Committee for consideration by the Members and onward recommendation to the Cabinet Member for Transport and Environment.

A53/15 SCHOOL TRAVEL PLAN SCHEMES - PROPOSED SCHOOL KEEP CLEAR MARKINGS
WARDS: BROAD GREEN, WOODSIDE AND HEATHFIELD

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to:
1.1 Authorise the giving of public notice in respect of the proposal to make a permanent traffic management order to introduce mandatory ‘School Keep Clear' markings as shown on the attached plan numbers CANTBY/SKC, OAKLEY/SKC/01 and BARHAM/SKC.
1.2 Authorise the General Manager of Operations and Infrastructure (Highways and Parking) to make the necessary Traffic Management Order under the Road Traffic Regulation Act 1984 (as amended) subject to receiving no material objections on the giving of public notice. Any material objections received on the giving of public notice will be reported to a future meeting of the Traffic Management Advisory Committee for Members' consideration and onward recommendation to the Cabinet for Transport and Environment.

A54/15 NOTIFICATION OF DECISIONS MADE UNDER DELEGATED POWERS.
WARDS: NORBURY, THORNTON HEATH, UPPER NORWOOD

The Traffic Management Advisory Committee, with Councillors Mohan and Thomas objecting, noted the decision taken by the Cabinet Member for Transport and Environment on 9th July 2015 under delegated authority from the Leader of the Council in relation to the trial road closure of Norbury Avenue.
