A59/15 INFORMAL CONSULTATION RESULTS PROPOSED SHORT SECTION OF ONE WAY WORKING WITH CYCLE CONTRAFLOW - BEAUMONT ROAD

The Traffic Management Advisory Committee having considered the responses to the informal consultation, on the proposal to proceed with the introduction of a short section of one way working with a cycle contraflow at Beaumont Road-Upper Norwood, received from residents of

Beaumont Road,
Moore Road,
Woodend,
Bradley Road, and
Convent Hill.

 

RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree not to proceed with the proposals to introduce a short section of one way working with cycle contraflow in Beaumont Road.

A60/15 PROPOSED ONE WAY WORKING- MONTAGUE ROAD

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Agree to officers carrying out informal consultation with residents of Montague Road to determine residents' views on the proposal to introduce one way working (in Montague Road, Broad Green as shown on drawing HWY-TRS-1264-11-MONTAGUE

 

1.2 Agree, that subject to the informal consultation indicating that it is appropriate to proceed with the proposal in 1.1 above, authorise the Highway Improvements Manager, Streets to give public notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended);

 

1.3 To note that any material objections received to the statutory consultation following the giving of public notice in 1.2 above will be reported (with the responses to the informal consultation by way of background information) to a future meeting of the Traffic Management Advisory Committee for consideration and onward recommendation to the Cabinet Member.

A61/15 PROPOSED ONE WAY WORKING WITH CYCLE CONTRFLOW - HATHAWAY ROAD

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:-

 

1.1 Agree to the proposal that officers carry out informal consultation with residents of Hathaway Road to determine residents views on the proposal for one way working (with an exemption for pedal cycles), as shown on drawing HWY-TRS-1264-01-HATHAWAY

 

1.2 Agree, that subject to the informal consultation indicating that it is appropriate to proceed with the proposal in 1.1 above, authorise the Highway Improvements Manager, Streets to give public notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended);

 

1.3 To note that any material objections received to the statutory consultation following the giving of public notice in 1.2 above will be reported (with the responses to the informal consultation by way of background information) to a future meeting of the Traffic Management Advisory Committee for consideration and onward recommendation to the Cabinet Member.

A62/15 EXTENSION OF 30MPH SPEED LIMIT ON HAYES LANE

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Authorise the giving of public notice in respect of the proposal to extend the 30mph speed limit along Hayes Lane as detailed in the report, at an estimated cost of £5,000, to be met from the Council's 2015/16 Local Implementation Plan allocation.

 

1.2 Authorise the Highways Improvement Manager, Streets to carry out the statutory consultation, serve notices and make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended), in order to introduce the changes, subject to receiving no material objections following public notice.

 

1.3 Note that any material objections received following the giving of public notice will be reported to a future meeting of the Traffic Management Advisory Committee for Member's consideration and onward recommendation to the Cabinet Member for Transport and Environment.
 

A63/15 PETITIONS: SOUTHWOOD AVE, COULSDON WEST. GREEN LANE, NORBURY; HEREWARD AVE & WYVERN ROAD, PURLEY, WENTWORTH ROAD, BROAD GREEN: WORTLEY ROAD AREA, BROAD GREEN / WEST THORNTON - REQUESTS FOR PARKING CONTROLS.

The Traffic Management Advisory Committee having considered petitions from residents requesting parking controls at:
• Southwood Avenue, Coulsdon West;
• Green Lane, Norbury;
• Hereward Avenue & Wyvern Road, Purley;
• Duppas Hill Lane, Waddon;
• Wentworth Road, Broad Green;
• Wortley Road area, Broad Green & West Thornton


RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:-

 

1.1 Agree that proposals in response to introduce parking controls in the above locations be subject to informal consultation with residents and that the outcome of the consultations will be reported to a future Traffic Management Advisory Committee for Members' consideration.

 

1.2 Note that the Highways Improvement Manager, Streets Directorate, will inform the petitioners of these decisions.

A64/15 QUEENSWOOD AVENUE AREA - PROPOSED EXTENSION OF THE CROYDON CPZ (NORTH PERMIT ZONE) - RESULTS OF CONSULTATION.

The Traffic Management Advisory Committee having considered the responses received to the informal consultation on the proposal to extend the Croydon CPZ (North Permit Zone) into the Queenswood Avenue area RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:-

 

1.1 Agree to officers carrying out a formal consultation to extend the Croydon CPZ (North Permit Zone) to the area shown in Plan no. PD 284 but to also include the remaining section of Meadow View Road to its junction with Queenswood Avenue;

 

1.2 Authorise the Highway Improvement Manager, Streets Directorate to give notice of the proposals and subject to receiving no objections on the giving of the public notice to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).

 

1.3 Note that any material objections received following the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration and onward recommendation to the Cabinet Member.

 

1.4 Note that the officer shall inform the respondents and consultees of the decision.

A65/15 SELHURST NEW ROAD AREA - RESULTS OF CONSULTATION

Having considered the results of the informal consultation of residents and businesses in the Selhurst New Road area the Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they and that they agree to:-

 

1.1 Extend the existing Croydon Controlled Parking Zone (East Outer Permit zone) to Selhurst New Road, Selhurst Place, Gloucester Road (CPZ boundary to Selhurst Place) and Roden Gardens with a combination of shared-use Permit / Pay & Display Bays (8 hour maximum stay) and single yellow lines operating 9am to 5pm, Monday to Saturday.

 

1.2 Authorise the Highway Improvement Manager, Streets Directorate to give notice of the proposals and subject to receiving no material objections on the giving of public notice to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).

 

1.3 Note that any material objections received following the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.

A66/15 PROPOSED EXTENSION OF CROYDON CONTROLLED PARKING ZONE (CPZ) EAST OUTER AREA IN DAVIDSON ROAD - RESULTS OF CONSULTATION

Having considered the results of the two part consultation and objections received in response to the public notice on the proposal to extend the Croydon Controlled Parking Zone (CPZ) East Outer Area further in Davidson Road up to its junction with Brampton Road the Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Agree to extend the Croydon (East Outer Area) CPZ into Davidson Road as proposed above and as shown on Plan No. PD-249a.

 

1.2 Authorise the Highway Improvement Manager, Streets Directorate to make the necessary Traffic Management Order under the Road Traffic Regulation Act 1984 (as amended) to introduce the proposed scheme.

 

1.3 Inform the respondents and consultees of the decision.

A67/15 PROPOSED WAITING RESTRICTION - VARIOUS LOCATIONS.

The Traffic Management Advisory Committee, having considered the officer's proposals:
1.1 To introduce ‘At any time' waiting restrictions at the locations detailed below
• Long Lane / Longheath Gardens - Ashburton, Drawing no. PD - 283b.
• Caterham Drive / Shirley Avenue - Coulsdon East, Drawing no. PD - 283c.
• Tollers Lane / Curling Close - Coulsdon East, Drawing no. PD - 283d.
• Selsdon Road by Bartlett Street - Croham, Drawing no. PD - 283n
• Sorrel Bank - Heathfield, Drawing no. PD - 283f.
• Edge Hill / Kingsdown Avenue - Purley, Drawing no. PD - 283g.
• Sunnydene Road / Purley Vale - Purley, Drawing no. PD - 283h.
• Borrowdale Drive - Sanderstead, Drawing no. PD - 283i.
• Mitchley Avenue (by parade of shops) - Sanderstead, Drawing no. PD - 283j.

1.2 To reduce the "At any time" waiting restrictions at the junction of Northway Road and Alderton Road as shown in drawing no. PD - 283a.

 

1.3 To change the loading restriction at a section of Wellesley Road near Bedford Park as shown in drawing no. PD - 283e.
 

RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to: - .

 

1.4 Authorise the Highways Improvement Manager, Streets Directorate to give notice and subject to receiving no material objections make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in respect of the above proposals; and

 

1.5 Note that any material objections received on the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.

A68/15 NEW PARKING BAYS - VARIOUS LOCATIONS

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to:-

1.1 Introduce 2 disabled bays (3 hour maximum stay) in Clarendon Road by Derby Road, Broad Green.

 

1.2 Introduce 5 shared-use Permit / Pay & Display bays in Station Approach Road, Coulsdon West.

 

1.3 Introduce a loading bay and relocate shared-use Permit / Pay & Display bays in Aberdeen Road, Fairfield.

 

1.4 Introduce 2 disabled bays in Parker Road, Fairfield.

 

1.5 Introduce 2 disabled bays (with a 3 hour maximum stay) in Castle Hill Avenue, Fieldway.

 

1.6 Relocate the free parking bays in Fernwood, Heathfield.

 

1.7 Authorise the Highways Improvement Manager, Streets Directorate to give notice of the above proposals and subject to receiving no material objections on the giving of public notice to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).

 

1.8 Note that any material objections received following the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.

A69/15 OBJECTIONS TO PROPOSED PARKING RESTRICTIONS - CHIPSTEAD VALLEY ROAD, DOWNS ROAD, WESTWOOD ROAD AND MAYFIELD ROAD

The Traffic Management Advisory Committee having considered the objections received to the proposed parking restrictions in Chipstead Valley Road, Downs Road, Westwood Road and Mayfield Road and the officer's recommendations in response to these RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to:-

 

1.1 Proceed with the original proposed restrictions in Chipstead Valley Road, Downs Road and Westwood Road;

 

1.2 That officers meet with residents in Mayfield Road to discuss options for parking restrictions and report back to a future meeting of the Committee;

 

1.3 Delegate to the Highway Improvement Manager, Streets Directorate the authority to make the necessary Traffic Management Order under the Road Traffic Regulation Act 1984 (as amended) in order to implement proposed restrictions in 1.1 above.

 

1.4 Note the officer to inform the objectors of the above decisions.
 

A70/15 OBJECTIONS TO PROPOSED DISABLED PARKING BAYS

The Traffic Management Advisory Committee having considered the objections received to the proposals to provide a Disabled Persons' parking bay in Curling Close - Coulsdon East and Rigby Close - Waddon, including officers' recommendations in response to these RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to:-

 

1.1 Introduce, for the reasons detailed in section 3 of the report, the Disabled Persons' parking bays in:
• Curling Close, shown in plan no. PD 281a;
• Rigby Close, shown in plan no. PD 281b.

 

1.2 Delegate to the Highways Improvement Manager, Streets Directorate the authority to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).

 

1.3 Note that the officer shall inform the objectors of the decisions.

A71/15 WELLESLEY ROAD IMPROVEMENTS: PROPOSED CYCLE CONTRAFLOW IN BEDFORD PARK AND POPLAR WALK

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:

1.1 The proposals as part of the Wellesley Road Improvements project to:

 

1.1.1 Introduce an exemption for pedal cycles to the existing one way working and pedal cycle contraflows on Bedford Park and Poplar Walk , as shown in Appendix B; and

 

1.1.2 the removal and relocation of parking spaces on Bedford Park.

 

1.2 To authorise the Highway Improvements Manager, Streets Division, to give the necessary public notices to effect the above and, subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to implement the proposals in 1.1 above.

 

1.3 Note that any material objections received on the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.

A72/15 OBJECTIONS TO PROPOSED ZEBRA PEDESTRIAN CROSSING AT COULSDON ROAD

The Traffic Management Advisory Committee having considered the objections and comments received following the giving of public notice in respect of the proposal to introduce a Zebra Crossing facility at Coulsdon Road near its junction with Cearn Way as shown on plan No.HWY/1212/TMAC/Coulsdon Road, and the officers' response to the objections RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to:

 

1. Authorise the Highway Improvements Manager, Streets Division to make the necessary Road Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to implement the above zebra pedestrian crossing facility.

 

Note: When discussing the proposal officers confirmed to residents that it was permitted to stop on zebra crossing markings to make a manoeuvre.

A73/15 PROPOSED ZEBRA CROSSING - PAMPISFORD ROAD, NEAR ST GILES' SCHOOL

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to:-

 

(a) Delegate to the Highway Improvements Manager, Streets Division, Place Department, the authority to give public notice of the proposal to introduce zebra crossing facilities on Pampisford Road, Outside St Giles' Special Educational Needs School, and subject to receiving no material objections on the giving of public notice, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended). The proposal is shown on the attached plan numbered TH/PAMP/GILES.

 

(b) Note that any material objections received on the giving of public notices will be reported to a future Traffic Management Advisory Committee for consideration by the Members and onward recommendation to the Cabinet Member for Transport and Environment.

A74/15 NOTIFICATION OF DECISIONS MADE UNDER DELEGATED POWERS - QUIETWAY ROUTE 5 - DESIGN AMENDMENTS

The Traffic Management Advisory Committee noted the decision taken by the Cabinet Member for Transport and Environment on 29 July 2015 under delegated authority from the Leader of the Council in relation to the proposed amendments to the original designs for the Quietway Route 5 cycle scheme. 

A75/15 NOTIFICATION OF DECISIONS MADE UNDER DELEGATED POWERS - STREET WORKS - LONDON PERMIT SCHEME CHANGES

The Traffic Management Advisory Committee noted the decision taken by the Cabinet Member for Transport and Environment on 1st September 2015 under delegated authority form the Leader of the Council in relation to Streets Works - London Permit Scheme Changes.
