A76/15 MINUTES OF THE MEETING HELD ON TUESDAY 6TH OCTOBER 2015

The Minutes of the meeting held on 6th October 2015 were agreed as an accurate record.

A80/15 CONSULTATION RESULTS AND PETITION FOR ONE WAY WORKING WITH CYCLE CONTRAFLOW BEVERSTONE ROAD MAPLETHORPE ROAD

The Traffic Management Advisory Committee having considered the petition and objections received, to the consultation and, subsequent public notice for the introduction of one-way working with cycle contraflow in Beverstone Road and Maplethorpe Road as shown on drawing HWY/TRS/1264/001/01, including officer responses to these RESOLVED to recommend the Cabinet Member for Transport and Environment that they:

 

1.1 Agree, for the reasons detailed in section 4, to implement the one-way working with cycle contraflow in Beverstone Road and Maplethorpe Road and to authorise the Highway Improvements Manager, Streets, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) and to proceed with the permanent works signs and road markings; and

 

1.2 That officers inform the objectors of the Cabinet Member's decision.

A81/15 REVIEW PROPOSAL OF ONE WAY WORKING DENNETT ROAD

The Traffic Management Advisory Committee having considered and noted the responses from residents after the introduction of controlled parking in Dennett Road RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:-

 

1.1 Not to proceed with the proposals to introduce one way working in Dennett Road.

A82/15 IMPROVING LOCAL ACCESS TO PUBLIC TRANSPORT - KING HENRYS DRIVE (SLIP ROAD) ONE WAY WORKING

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Agree to the giving of public notice of the intention to introduce one-way working at King Henrys Drive (slip road) as shown on the plan (HWY/PT/0001/01).

 

1.2 Delegate to the Highways Improvement Manager, Streets the authority to give notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under Section 6 of the Road Traffic Regulation Act 1984 (as amended), in order to Implement Recommendation 1.1 above.

 

2. Note that any material objections received following the giving of public notice will be reported at a future meeting of the Traffic Management Advisory Committee for consideration.

A83/15 SCHOOL TRAVEL PLAN SCHEMES - PROPOSED SCHOOL KEEP CLEAR MARKINGS'

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to:

 

1.1 Delegate to the General Manager of Operations and Infrastructure (Highways and Parking) the authority to give notice and, subject to receiving no material objections, to make the necessary Traffic Management Order under the Road Traffic Regulation Act 1984 (as amended) to introduce ‘School Keep Clear' markings and associated signage as shown on the plan numbers ROKE/SKC, CRESC/SKC, BRAMPT/SKC, MELV/SKC, and MELV/SKC1 (Annex 1).

 

1.2 Note that any material objections received on the giving of public notice will be reported to a future meeting of the Traffic Management Advisory Committee consideration and onward recommendation to the Cabinet Member for Transport and Environment.

A84/15 PETITIONS:
SOMERSET GARDENS - REQUEST FOR A RESIDENTS' PARKING PERMIT SCHEME;
UPPER SHIRLEY ROAD - REQUEST TO REMOVE MAXIMUM STAY PARKING BAYS

1. The Traffic Management Advisory Committee having considered a petition from residents of Somerset Gardens requesting parking controls RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree to informally consult residents over a possible parking scheme and that the outcome of the consultation will be reported to a future Traffic Management Advisory Committee for Members' consideration.

 

2. The Traffic Management Advisory Committee having considered a petition from businesses and residents of Upper Shirley Road by Sandpits Road requesting removal of the three 2 hour maximum stay bays RESOLVED to recommend to the Cabinet Member for Transport and Environment that they authorise the Highways Improvement Manager, Streets Directorate to remove the parking restriction signs and monitor the situation.

 

2.1 Note that any material objections received on the the revocation of the parking bays signage in Upper Shirley Road will be reported to a future Traffic Management Advisory Committee for Members' consideration.

 

3. Note that the Highways Improvement Manager, Streets Directorate, will inform the petitioners of these decisions.

A85/15 PROPOSED WAITING RESTRICTIONS VARIOUS LOCATIONS

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:
1.1 Agree to the proposals to introduce mainly ‘At any time' waiting restrictions at the locations detailed below and in Drawing Nos. PD - 289a to 289n.
• The Glade by Long Lane - Ashburton
• Langdale Road junctions with Heathview Road and Richmond Road - Bensham Manor
• Fieldway / Applegarth - Fieldway
• Overbury Crescent - Arnhem Drive to Homestead Way (‘At any time' and 8am to 6.30pm, Mon to Sat) - New Addington
• King Henry's Drive by Vulcan Way - New Addington
• Purley Vale by Stevens Place and Roke Lodge Road - Purley
• Beulah Grove by Windmill Road and Tirrell Road - Selhurst
• Ingham Road by Ingham Close - Selsdon & Ballards
• Claret Gardens - South Norwood
• Heath Road junctions with Furze Road and Manchester Road - Thornton Heath
• Beauchamp Road / Templeton Close - Upper Norwood
• Peall Road by Thornton Road - West Thornton
• Spring Lane / Portland Road / Woodside Green - Woodside (amended plan circulated at the meeting)

1.2 Agree to reduce the "At any time" waiting restrictions in Norbury Crescent near London Road and Beulah Crescent, Thornton Heath and as shown in drawing nos. PD - 289r and PD - 289q.

1.3 Delegate to the Highways Improvement Manager, Streets Directorate the authority to give notice and subject to receiving no material objections make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in respect of the above proposals;

1.4 Note that any material objections received on the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.
 

A86/15 OBJECTIONS TO PROPOSED PARKING RESTRICTIONS

The Traffic Management Advisory Committee having considered the objections received to the proposed parking restrictions and the officer's recommendations in response to these in:
• Mayfield Road, South Croydon
• Tollers Lane, Coulsdon East
• Edgehill Road, Purley
• Grangecliffe Gardens, Thornton Heath

 

RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:
1.1 Agree the following:
• Tollers Lane, Coulsdon East - to proceed with the original proposal
• Edgehill Road, Purley - to proceed with the original proposal


• Mayfield Road, South Croydon - not to proceed with the original proposal but to report back to the Committee in 6 months.

• Grangecliffe Gardens, Thornton Heath - not to proceed with the original proposal but for officers to meet local Ward councillors and residents and report back to a future meeting of the committee.

 

1.2 Delegate to the Highway Improvement Manager, Highways, the authority to make the necessary Traffic Management Order under the Road Traffic Regulation Act 1984 (as amended) in order to implement recommendations 1.1 above.

 

1.3 Note: the officer to inform the objectors of the above decision.

A87/15 OBJECTIONS TO PROPOSED PARKING BAYS

The Traffic Management Advisory Committee having considered the objections received in response to the public notice detailing the Council's proposal to introduce five shared use parking bays in Station Approach Road, Coulsdon and reduce the number of free parking spaces in Fernwood, off Pixton Way RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Agree that the new bays in Station Approach Road and reduction of the parking spaces in Fernwood, as detailed above should go ahead as proposed.

 

1.2 Proceed to introduce the above proposal numbered 1.1 and delegate to the Highway Improvement Manager, Highways, the authority to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).

 

1.3 That officers inform the objectors of the above decision.

A88/15 OBJECTION TO PROPOSED DISABLED BAYS

The Traffic Management Advisory Committee having considered the objections received to the proposals to provide a Disabled Persons' parking bay in Beauchamp Road, Upper Norwood and Aylett Road, Woodside, including officers' recommendations in response to these RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:-

 

1.1 Agree to introduce, for the reasons detailed in section 3 of the report, the Disabled Persons' parking bays in:
• Beauchamp Road, shown in plan no. PD 287c;
• Aylett Road, shown in plan no. PD 287b;

 

1.2 Delegate to the Highway Improvement Manager, Streets Directorate the authority to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).

 

1.3 Note that the officer shall inform the objectors of the decisions.

A89/15 OBJECTIONS: TO SELHURST NEW ROAD AREA CONTROLLED PARKING ZONE

That the Traffic Management Advisory Committee having considered the objections received to extending the existing Croydon Controlled Parking Zone (East Outer Zone) to Selhurst New Road, Selhurst Place, Gloucester Road (proposed controlled parking zone boundary to Selhurst Place) and Roden Gardens with a combination of Shared-Use Permit/Pay & Display (8 hour maximum stay) and single yellow lines operating 9am to 5pm, Monday to Saturday RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Agree for the reasons detailed in paragraph 3 of the report to proceed with the original proposals in Selhurst New Road, Selhurst Place, Gloucester Road (CPZ boundary to Selhurst Place), Except single yellow lines (rather than double) in the Turn-A-Round area in Roden Gardens as detailed in paragraph 3.3 of the report;

 

1.2 Delegate to the General Manager of Operations and Infrastructure (Highways and Parking) the authority to make the necessary Traffic Management Order under the Road Traffic Regulation Act 1984 (as amended) in order to implement recommendations 1.1 above; and

 

1.3 That officers inform the objectors of the above decision.

A90/15 PITLAKE AND FACTORY LANE CROSSINGS -IMPLEMENTATION OF ZEBRA CROSSINGS, RAISED TABLE AND CYCLE PATH TO IMPROVE CONNECTIONS TO WANDLE PARK

 The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1. Agree to the implementation of a raised table on Clarendon Road on the junction of Pitlake, and at Theobald Road on the junction of Factory Lane to provide a safer crossing and to slow down traffic when turning at the junction (WPA-GA-01).

 

1.2. Agree to widen the Pitlake Lane eastern footway to provide a shared use, two-way cycle lane providing safe access between the Pitlake Car Park entrance and Clarendon Road (WPA-GA-01).

 

1.3. Agree to the introduction of the zebra crossings on Pitlake and Factory Lane to provide a safe crossing route for pedestrians and cyclists (WPA-GA-01)

 

1.4. Agree to the implementation of a raised table on Pitlake, and on Factory Lane at the locations of the zebra crossings to provide a safer crossing and to slow down traffic (WPA-GA-01). This is subject to further investigation and consultation.

 

1.5. Delegate to the General Manager of Enforcement and Infrastructure the authority to give notice and subject to receiving no material objections, to make the necessary Traffic Management Order under the Road Traffic Regulation Act 1984 (as amended), to introduce Recommendations 1.1, 1.2 and 1.3.

 

1.6. Note that any material objections received on the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.

A91/15 RECTORY GROVE AND WADDON NEW ROAD, CYCLE LANE AND TRAFFIC CALMING

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1. Agree to implement a cycle route on Rectory Grove (see Annex 1 of the report), providing a cycle link to the existing Roman way shared use footpath and supporting the new trial cycle route being delivered under the Pocket Places Reeves Corner Project connecting North End to the Minster via Drummond Road. This will provide a west-east connection into the town centre.

 

1.2. Agree to implement a raised table at the junction of Rectory Grove and Waddon New Road, replacing the existing roundabout with soft markings.

 

1.3. Implement landscaping improvements to alter the nature of the street scene, to slow traffic improving safety for pedestrians and cyclists along Waddon New Road and Rectory Grove.

 

1.4. Delegate to the General Manager of Enforcement and Infrastructure the authority to give notice and subject to receiving no material objections, to make the necessary Traffic Management Order under the Road Traffic Regulation Act 1984 (as amended), to introduce Recommendations 1.1 and 1.2.

 

1.5. Note that any material objections received on the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration and onward recommendation to the Cabinet Member for Transport and Environment. 

A92/15 REEVES CORNER/CHURCH STREET - TEMPORARY CHANGE OF USE FROM FOOTWAY TO ONE-WAY CYCLE LANE

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1. Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to carry out Statutory Consultation and make an Experimental Traffic Order to change the use of a section of footway on the Reeves Corner island site to a one-way cycle lane (the Experimental Scheme) as shown on Drawing attached to the report. The Experimental Traffic Order will not continue in force for longer than 18 months.

 

1.2. Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority, if no material objections are received, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to make a the Experimental Scheme permanent.

 

1.3. Note that where material objections are received during the first 6 months of the Experimental Scheme they will be reported to a future meeting of the Traffic Management Advisory Committee for further consideration by the Cabinet Member before a decision is made whether to make the scheme permanent or not.

 

1.4. Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to modify or temporarily or permanently suspend the operation of the Experimental Traffic Order if it appears to them it is essential (a) in the interests of the expeditious, convenient and safe movement of traffic, (b) the interest of providing suitable and adequate on-street parking facilities, or (c) for preserving or improving the amenities of the area through which any road traffic affected by the order runs.
