A1/16 MINUTES OF THE MEETING HELD ON WEDNESDAY 16TH DECEMBER 2015

The minutes of the meeting held on 16th December 2015 were agreed as an accurate record

A2/16 DISCLOSURE OF INTEREST

A3/16 URGENT BUSINESS -
LION GREEN ROAD CAR PARK - PROPOSED OFF-STREET CAR PARK TRAFFIC MANAGEMENT ORDER

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:

 

1.1 To the partial reinstatement of the Lion Green Road pay and display Car Park on a temporary basis.

 

1.2 Authorise the General Manager of Operations and Infrastructure (Highways and Parking) to give notice of the above proposals and subject to receiving no material objections on the giving of public notice to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).

 

1.3 Note that the Cabinet Member will exercise her delegation from the Leader (ref.25/15/LR) to consider any material objections received in response to the giving of public notice to determine whether the Traffic Management Order should still be made and will advise the next ordinary meeting of the Traffic Management Advisory Committee of the decision taken.

A5/16 SUTHERLAND ROAD AREA - RESULTS OF INFORMAL CONSULTATION TO THE POSSIBLE EXTENSION OF THE CROYDON CPZ (NORTH PERMIT ZONE)
WARDS: BROAD GREEN AND WEST THORNTON

The Traffic Management Advisory Committee considered the responses received to the informal consultation on the proposal to extend the Croydon Controlled Parking Zone (North Permit Zone) into the Sutherland Road area and RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:-

 

1.1 Agree the extension of the Croydon Controlled Parking Zone (North Permit Zone) into Sutherland Road, Pemdevon Road, Greenside Road and Wentworth Road as shown on Plan no.PD 295. The area to be extended to include Priory road, Canterbury Road, Wortley Road, Donald Road and Lancing Road.

 

1.2 Delegate to the Highway Improvement Manager, Streets Directorate the authority to give notice and subject to receiving no objections on the giving of the public notice to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to implement Recommendation 1.1 above.

 

1.3 Note that any material objections received following the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration and onward recommendation to the Cabinet Member.

 

1.4 Note that the officer shall inform the respondents and consultees of the decision.

 

1.5 Note that officers will monitor parking conditions and complaints in the remaining consultation area for future review.

A6/16 FRANT ROAD / MEADOW VIEW ROAD AREA - OBJECTIONS TO THE PROPOSED EXTENSION OF THE CROYDON CPZ (NORTH PERMIT ZONE)
WARDS: BENSHAM MANOR AND WEST THORNTON

The Traffic Management Advisory Committee having considered the objections, survey and letters of support received to extending the existing Croydon Controlled Parking Zone (North Permit Area) to Meadow View Road and the south-eastern end of Frant Road (between Bensham Lane and Meadow View Road with a combination of Shared-Use Permit/Pay & Display (8 hour maximum stay) and single yellow lines operating 9am to 5pm, Monday to Saturday RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Agree for the reasons detailed in paragraph 3.12 of the report not to proceed with the original proposals in Meadow View Road and the south-eastern end of Frant Road; and

 

1.2 Inform the objectors and supporters of the above decision.

A7/16 PROPOSED WAITING RESTRICTIONS - VARIOUS LOCATIONS
WARDS: NORBURY, PURLEY, SELHURST, SELSDON & BALLARDS, UPPER NORWOOD, WEST THORNTON AND WOODSIDE

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Agree to the proposals to introduce ‘At any time' waiting restrictions at the locations detailed below and in Drawing Nos. PD - 294a to 294h attached to the report .
• Ryecroft Road / Jerviston Gardens - Norbury
• St James's Road by The Pines - Purley
• Tirrell Road / Windmill Grove - Selhurst
• Ashen Vale / Selsdon Park Road - Selsdon & Ballards
• Biggin Hill opposite Havisham Place - Upper Norwood
• Biggin Hill / Arkell Grove and bend - Upper Norwood
• Marden Crescent by No.9 - West Thornton
• Elmers Road / Stroud Road - Woodside

 

1.2 Delegate to the Highways Improvement Manager, Streets Directorate the authority to give notice and subject to receiving no material objections make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in respect of the above proposals;

 

1.3 Note that any material objections received on the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.

A8/16 NEW PARKING BAYS - VARIOUS LOCATIONS
WARDS: ADDISCOMBE, BROAD GREEN, FAIRFIELD AND SOUTH NORWOOD

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:-

 

1.1 Agree to the proposal to introduce one disabled bay (3 hour maximum stay) and three 1 hour maximum stay free bays in Morland Road by Beckford Road, Addiscombe.

 

1.2 Agree to the proposal to introduce an additional two Permit / Pay & Display bays in Oval Road, Addiscombe.

 

1.3 Agree to the proposed amendments to the School Keep Clear markings and Permit / Pay & Display bays in Lennard Road, Broad Green.

 

1.4 Agree to the proposal to introduce three disabled bays (3 hour maximum stay) in College Road by George Street East outside the Boxpark development, Fairfield.

 

1.5 Agree to the proposal to introduce five Permit / Pay & Display bays in Cumberlow Avenue, South Norwood.

 

1.6 Authorise the General Manager of Operations and Infrastructure (Highways and Parking) to give notice of the above proposals and subject to receiving no material objections on the giving of public notice to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).

 

1.7 Note that any material objections received following the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.

A9/16 ST. JAMES'S ROAD - PROPOSED ZEBRA CROSSING OUTSIDE CHESTNUT PARK PRIMARY SCHOOL
WARDS: BROAD GREEN AND SELHURST

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Agree the introduction of a zebra crossing on St. James's Road outside the new Chestnut Park Primary School as shown on plans 100 Rev3 attached to the report.

 

1.2 Delegate to the Enforcement and Infrastructure Manager, Highways and Parking Services the authority to give notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to introduce a zebra crossing facility on St James's Road. The proposals shown on plan numbered 100 Rev3 attached to the report.

 

1.3 Note that any material objections received on the giving of public notices will be reported to a future Traffic Management Advisory Committee for consideration.

A10/16 WELLESLEY ROAD IMPROVEMENTS -OBJECTIONS TO PROPOSED CYCLE CONTRAFLOWS IN BEDFORD PARK AND POPLAR WALK
WARD: FAIRFIELD

The Traffic Management Advisory Committee considered the comments and objections received in response to the giving of public notice and the officers comments on these and RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Agree that the Highway Improvements Manager, Streets Division to be authorised to make the necessary Traffic Management Orders under Section 6 of the Road Traffic Regulation Act 1984 (as amended) so as to implement:


• Introduction of exemption for pedal cycles to existing one way restrictions - Bedford Park and Poplar walk, Croydon (see plans 24856/003/072 Revision A, 24856/003/073 Revision A, 24856/003/074 and 24856/003/075);
• Removal of existing parking bays including two proposed car club bay-Bedford park, Croydon (see plan 24856/003/072 Revision A,);
• Relocation of existing parking bays including two car club bays -Bedford park, Croydon (see plan 24856/003/073 Revision A);
• Proposed extension of waiting and loading restrictions -Bedford park, Croydon (see plans 24856/003/072 Revision A, 24856/003/073 Revision A).

 

PROPOSED NEW DISABLED PARKING BAYS

 

1.2 Delegate to the Highway Improvements Manager, Streets Division the authority to give notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under Section 6 of the Road Traffic Regulation Act 1984 (as amended) in order to implement two disabled bays in Bedford Park (see 24856/003/073 Revision A).

 

1.3 Note that any material objections received on the giving of public notices will be reported at a future Traffic Management Advisory Committee for consideration.

A11/16 NORTH-CROYDON AREA-WIDE 20MPH SPEED LIMIT (STATUTORY CONSULTATION -REPORT ON OBJECTIONS)
WARDS: BENSHAM MANOR, NORBURY, SELHURST, SOUTH NORWOOD, THORNTON HEATH, UPPER NORWOOD AND
WEST THORNTON

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they agree:

 

1. That the Highway Improvements Manager, Streets Division be authorised to make the necessary Road Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) so as to implement the maximum 20mph speed limit for North Croydon area as identified on Plan HWY-MPH-1269-001 (TMO) attached to the report.
