The Minutes of the meeting held on Tuesday 9th February 2016 were approved.

A17/16 NORTH END - PERMANENT LIFTING OF RESTRICTIONS ON CYCLING

The Traffic Management Advisory Committee having considered the Council's public sector equalities duty under the Equalities Act 2010 as detailed in para.8 of the report and the Impact Assessment at Appendix 1 to the report as it relates to the proposal to improve facilities and safety for cyclists, by making permanent the Experimental Traffic Management Order (reference 2015/34) lifting of the restrictions on cycling in North End thereby allowing cyclists to continue to travel in both directions at all times. The Traffic Management Advisory Committee RESOLVED recommend to the Cabinet Member for Transport and Environment that they:-

 

1. Approve the necessary amendment to the Traffic Management Order (reference 1999/25 (as amended by Traffic management Order 2005/35)).prohibiting cycles proceeding southwards in North End and proceeding between the hours of 10.00am and 6.00pm,

 

2. The implementation of the mitigation measures described at paras 3.25 to 3.32 of the report to ensure the permanent order meets the Council's Equalities Act duties.

 

3. Delegate to the Highway Improvements Manager, Streets Directorate the authority to publish notice of and make the necessary Traffic Management Order under the Road Traffic Regulation Act 1984 (as amended), in order to implement the Recommendations.

A18/16 BRIGHTON ROAD, COULSDON - OBJECTIONS TO PROPOSED REDUCTION IN FREE PARKING FROM 1 HOUR TO 30 MINUTES

The Traffic Management Advisory Committee considered the objections received and a petition in relation to the proposed reduction to the 1 hour free parking bays in Brighton Road Coulsdon to 30 minutes with charges for parking between 30 minutes and 1 hour and RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Agree for the reasons detailed in paragraph 3.2 and 4.9 of the report to proceed with this proposed change.

 

1.2 Inform the objectors of the above decision where practical. 

A19/16 CONSULTATION RESULTS FOR ONE WAY WORKING MONTAGUE ROAD

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1. Note the responses from the informal consultation and agree to the amended layout for one way in a section of Montague Road as shown on drawing HWY-TRS-1264-11-MONTAGUE attached to the report.

 

A20/16 PETITION PROPOSED ONE WAY WORKING ADDISCOMBE AVENUE (PART)

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:-

 

1.1 Note the petition in respect of Addiscombe Avenue;

 

1.2 Agree to the informal consultation with residents of Addiscombe Avenue to determine their views on the proposal for one way working as described in the petition, and shown on drawing HWY/TRS/1261/ADDISCOMBEAV/01 attached to the report;

 

1.3 Agree that, subject to the informal consultation indicating that it is appropriate to proceed with the proposal in 1.2 above, authorise the Highway Improvements Manager, Streets Directorate to give public notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended);

 

1.4 Note that any material objections received to the statutory consultation following the giving of public notice in 1.3 above will be reported (with the responses to the informal consultation by way of background information) to a future meeting of the Traffic Management Advisory Committee for consideration and onward recommendation to the Cabinet Member.

A21/16 PROPOSED ONE WAY WORKING WITH CYCLE CONTRAFLOW LADBROOK ROAD

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

1.1 Agree to the proposal that officers carry out informal consultation with residents of Ladbrook Road to determine residents views on the proposal for one way working (with an exemption for pedal cycles) as shown on drawing HWY/TRS/1261/LADBROOKRD/01 attached to the report.

1.2 Agree, that subject to the informal consultation indicating that it is appropriate to proceed with the proposal in 1.1 above, authorise the Highway Improvements Manager, Streets Directorate to give public notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended);

1.3 Note that any material objections received to the statutory consultation following the giving of public notice in 1.2 above will be reported (with the responses to the informal consultation by way of background information) to a future meeting of the Traffic Management Advisory Committee for consideration and onward recommendation to the Cabinet Member.
 

A22/16 PROPOSED ONE WAY WORKING MEAD PLACE

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Agree to the proposal that officers carry out informal consultation with residents of Mead Place to determine residents views on the proposal for one way working as shown on drawing HWY/TRS1261MEADPL/01 attached to the report;

 

1.2 Agree, that subject to the informal consultation indicating that it is appropriate to proceed with the proposal in 1.1 above, authorise the Highway Improvements Manager, Streets Directorate to give public notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended);

 

1.3 Note that any material objections received to the statutory consultation following the giving of public notice in 1.2 above will be reported (with the responses to the informal consultation by way of background information) to a future meeting of the Traffic Management Advisory Committee for consideration and onward recommendation to the Cabinet Member.

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Note the petition in respect of Mersham Road;

 

1.2 Agree to the informal consultation with residents of Mersham Road to determine residents views on the proposal for one way working (with an exemption for pedal cycles) as described in the petition, as shown on drawing HWY/TRS/1261/MERSHAMRD/01 attached to the report;

 

1.3 Agree, that subject to the informal consultation indicating that it is appropriate to proceed with the proposal in 1.2 above, authorise the Highway Improvements Manager, Streets Directorate to give public notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended);

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Note the petition in respect of Nova Road;

 

1.2 Agree to the proposal to officers carrying out informal consultation with residents of Nova Road to determine residents views on the proposal for one way working(with an exemption for pedal cycles) as described in the petition, as shown on drawing HWY/TRS/1261/NOVARD/01 attached to the report;

 

1.3 Agree, that subject to the informal consultation indicating that it is appropriate to proceed with the proposal in 1.2 above, authorise the Highway Improvements Manager, Streets Directorate to give public notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended);

 

1.4 To note that any material objections received to the statutory consultation following the giving of public notice in 1.3 above will be reported (with the responses to the informal consultation by way of background information) to a future meeting of the Traffic Management Advisory Committee for consideration and onward recommendation to the Cabinet Member.

A25/16 PROPOSED ONE WAY WORKING WITH CYCLE CONTRAFLOW STUART ROAD

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Agree to the proposal that officers carry out informal consultation with residents of Stuart Road to determine residents views on the proposal for one way working (with an exemption for pedal cycles) as shown on drawing HWY/TRS/1261/STUARTRD/01 attached to the report;

 

1.2 Agree, that subject to the informal consultation indicating that it is appropriate to proceed with the proposal in 1.1 above, authorise the Highway Improvements Manager, Streets Directorate to give public notice and subject to receiving no material objections, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended);

 

1.3 To note that any material objections received to the statutory consultation following the giving of public notice in 1.2 above will be reported (with the responses to the informal consultation by way of background information) to a future meeting of the Traffic Management Advisory Committee for consideration and onward recommendation to the Cabinet Member.
 

A26/16 PETITION PROPOSED ONE WAY WORKING WITH CYCLE CONTRFLOW THE CRESCENT/ BEACONSFIELD ROAD

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Note the petition for one-way working in The Crescent and Beaconsfield Road;

 

1.2 Agree, that subject to changes to traffic, if parking controls are introduced in this area following informal consultation as outlined in agenda item 16 (response to petition from Gloucester Rd residents requesting parking controls with recommendations to informally consult residents in the area on possible parking controls), that residents of The Crescent and Beaconsfield Road be informally consulted on one-way working in these roads;

 

1.3 The results of any consultation on one-way working be reported to a future meeting;

 

1.4 Note that the Highways Improvement Manager, Streets Directorate, will inform the instigator of the petitions of these decisions.

BINGHAM ROAD - OPPOSITION TO POSSIBLE CPZ
BEAUFORT GARDENS - REQUEST FOR PARKING CONTROLS
GLOUCESTER ROAD - REQUEST FOR PARKING CONTROLS
ALVERSTON GARDENS - REQUEST FOR HELP TO PREVENT SCHOOL RELATED PARKING IN RESIDENTS SPACES AND CAUSING OBSTRUCTION TO DRIVEWAYS

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Consider a petition from St Mildred's Church, Bingham Road opposing to the proposed parking controls in this area. Defer a decision on whether controls should be introduced until residents and businesses are informally consulted on possible parking controls and that the outcome of the consultation will be reported to a future Traffic Management Advisory Committee for Members' consideration;

 

1.2 Consider a petition from residents of Beaufort Gardens requesting a residents only parking scheme and consult residents on an extension to the proposed Green Lane free parking and 11am to noon, Monday to Friday waiting restriction scheme being considered in agenda item 18;

 

1.3 Consider a petition from residents of Gloucester Road (section between the recently extended Controlled Parking Zone (CPZ) boundary and Selhurst Road) requesting parking controls and include residents and businesses in this road together with residents and businesses of Bullrush Close, Sydenham Rd, Owen Close, Northcote Road, Tugela Road, Beaconsfield Road, Guildford Road, The Crescent and Saracen Close in an informal consultation on possible parking controls;

 

1.4 Consider a petition from residents of Alverston Gardens requesting steps to be taken to prevent parents of St. Chads Primary School pupils from using and obstructing driveways and creating traffic congestion and note the decision to increase enforcement in the road;

 

1.5 Note that any material objections received on the giving of public notice for the introduction of parking controls in Beaufort Gardens (free parking and 11am to noon, Monday to Friday waiting restrictions) will be reported to a future Traffic Management Advisory Committee for Members' consideration;

 

1.6 Note that the Highways Improvement Manager, Streets Directorate, will inform the instigator of the petitions of these decisions.

A28/16 SOUTHWOOD AVENUE, PROPOSED CONTROLLED PARKING ZONE - RESULTS OF CONSULTATION

The Traffic Management Advisory Committee considered the results of the informal consultation of residents in Southwood Avenue and RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Extend the existing Coulsdon controlled parking zone (CPZ) to include Southwood Avenue, with a combination of free parking bays and single yellow lines operating 11am until noon, Monday to Friday;

 

1.2 Delegate to the Highway Improvement Manager, Streets Directorate the authority to give notice and, subject to receiving no material objections on the giving of public notice, to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to implement recommendation 1.1 above;

 

1.3 Note that any material objections received following the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.

A29/16 GREEN LANE (BETWEEN BRIAR AVENUE AND GIBSON'S HILL) PROPOSED CONTROLLED PARKING ZONE, RESULTS OF CONSULTATION

The Traffic Management Advisory Committee considered the results of the informal consultation of residents in Green Lane (between Briar Avenue and Gibson's Hill) and RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Introduce a Controlled Parking Zone (CPZ) in Green Lane, from Briar Avenue and Gibson's Hill and Beaufort Gardens, with a combination of "Free Bays" and single yellow lines operating 11am until noon, Monday to Friday.

 

1.2 Delegate to the Highway Improvement Manager, Streets Directorate the authority to give notice and subject to receiving no material objections to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to implement Recommendation 1.1 above.

 

1.3 Note that any material objections received following the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.

A30/16 HEREWARD AVENUE & WYVERN ROAD - PROPOSED CONTROLLED PARKING ZONE RESULTS OF CONSULTATION

The Traffic Management Advisory Committee considered the results of the consultation received and RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Not to introduce a controlled parking zone in Hereward Avenue and Wyvern Road at the current time but to monitor traffic and parking issues including communications from local residents for future review.

 

1.2 Inform the petition organiser of the decision.

A31/16 DUPPAS HILL LANE, WADDON -RESULTS OF CONSULTATION

The Traffic Management Advisory Committee having considered the results of the informal consultation of residents in the Duppas Hill Lane area RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Introduce a new controlled off street Car Park in Duppas Hill Lane as shown in Plan No. 285e with a combination of shared-use Permit / Pay & Display Bays (4 hour maximum stay) operating 9am to 5pm, Monday to Saturday.;

 

1.2 Delegate to the Highway Improvement Manager, Streets Directorate the authority to give notice and subject to receiving no material objections make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended) in order to implement Recommendation 1.1 above;

 

1.3 Note that any material objections received following the giving of public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.

A32/16 NEW PARKING BAYS - VARIOUS LOCATIONS

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:;

 

1.1 Agree to the proposal to extend the free parking bays in Chipstead Valley Road, Coulsdon West by approximately 7 parking spaces;

 

1.2 Agree to the proposal to introduce an additional 5 Permit / Pay & Display bays in Chatsworth Road, Fairfield;

 

1.3 Agree to the proposal to introduce an additional 3 Permit / Pay & Display bays in Edridge Road, Fairfield.

A33/16 PROPOSED PARKING RESTRICTIONS - VARIOUS LOCATIONS

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Agree to the proposals to introduce mainly ‘At any time' waiting restrictions at the locations detailed below and in drawing Nos. PD - 297a to 297k

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Consider the objections received to the proposed parking restrictions and the officer's recommendations in response to these in:

 

• Overbury Crescent, New Addington
• Purley Vale, Stevens Place, Roke Lodge Road and Sylverdale Road, Purley and Kenley
• Ryecroft Road, Norbury
• Ingham Close and Ingham Road, Selsdon and Ballards
• Biggin Hill, Upper Norwood

 

1.2 Agree the following:

• Overbury Crescent, New Addington - proceed with proposal
• Purley Vale, Stevens Place, Roke Lodge Road and Sylverdale Road, Purley and Kenley - proceed with proposal
• Rycroft Road, Norbury - proceed with proposal
• Ingham Close and Ingham Road, Selsdon and Ballards - proceed with an amended proposal

1.3 Delegate to the Highway Improvement Manager, Streets Directorate , the authority to make the necessary Traffic Management Order under the Road Traffic Regulation Act 1984 (as amended) in order to implement recommendations 1.2 above.

 

1.4 Note: the officer to inform the objectors of the above decision.

A35/16 OBJECTION TO PROPOSED DISABLED PARKING BAYS

The Traffic Management Advisory Committee having considered the objection received to the proposal to provide a Disabled Persons' parking bay in Broom Gardens, Shirley including officers' recommendations in response to this objection RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

 

1.1 Agree, for the reasons detailed in section 3, to introduce the Disabled Persons' parking bay in:-
• Broom Gardens, shown in plan no. PD-291c

 

1.2 Delegate to the Highway Improvement Manager Streets Directorate the authority to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended).

 

1.3 Inform the objectors of the decisions.

 

A36/16 RESPONSES TO OBJECTIONS -CONTRAFLOW CYCLE LANES - VARIOUS LOCATIONS.

The Traffic Management Advisory Committee having considered the objections to each of the proposals and the officer response. RESOLVED to recommend to the Cabinet Member for Transport and Environment that they:

1 Agree to the implementation of the cycle contraflows and waiting restrictions and authorise the Highway Improvements Manager, Streets Directorate , to make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended);

 

A37/16 PROPOSED NEW ZEBRA PEDESTRIAN CROSSING AT WADDON NEW ROAD

The Traffic Management Advisory Committee RESOLVED to recommend to the Cabinet Member for Transport and Environment that they: 

 

1.1 Authorise the giving of public notice in respect of the proposal to introduce a Zebra Crossing facility at Waddon New Road as shown on the attached plan.

 

1.2 Authorise the Highway Improvements Manager, Streets Directorate , to carry out the statutory consultation, serve notices and make the necessary Traffic Management Orders under the Road Traffic Regulation Act 1984 (as amended), in order to introduce the changes, subject to receiving no material objections following public notice.

 

1.3 Note that any material objections received following public notice will be reported to a future Traffic Management Advisory Committee for Members' consideration.

A38/16 DELEGATED AUTHORISATION FOR TRAFFIC & PARKING SCHEMES

The Traffic Management Advisory Committee RESOLVED to note the intention to seek a delegation from the Leader that :
the Leader be requested to:


1.1. Delegate to the Executive Director - Place authority to introduce any Traffic Management Orders under the Road Traffic Regulation t Act 1984 (as amended) which they consider are necessary to secure the expeditious, convenient and safe movement of vehicular and other traffic (including pedestrians) and the provision of suitable and adequate parking facilities on and off the highway and for the purpose of making such Orders:
a) Give Public Notice of the intention to make an Order;
b) consider any objections received in response to the giving of Public Notice;
c) determine whether or not to make and implement the Order.

 

1.2
That the above delegation be subject to the Executive Director - Place referring to the Traffic Management Advisory Committee for consideration and onward recommendation to the Cabinet Member for Transport and Environment any proposal for a Traffic Management Order which may:
- involve significant expenditure or saving having regard to the Council's budget for the service or function to which the decision relates; or
- is significant in terms of its effects on communities living or working in an area comprising two or more Wards in the Borough; or
- the Executive Director - Place in consultation with the Cabinet Member consider it appropriate to do so for any other reason.
