Purpose:

The purpose of this decision / report for consideration, is to recommend road safety improvements along Portland Road which include the following:

 

(a)  to remove the existing zebra crossing on Portland Road just north of Clifford Road and to relocate it approximately 10 metres north of Clifford Road and introduce centre islands.

 

(b)  to introduce a raised entry treatment in Clifford Road junction with Portland Road to assist pedestrians crossing the side road and to slow drivers as they  exit the  side road junction

 

(c)  to make road layout changes at the junctions of Manor Road and Albert Road to widen footpaths, and to

 

(d)  to introduce a yellow box junction to keep the entrance to Manor Road clear of traffic so that buses can turn into and exit with ease without having to wait for a gap in the main road traffic.

Decision:

For reasons set out in this report under existing delegated authority the Corporate Director of Sustainable Communities, Regeneration and Economic Recovery AGREED to:

 

  1. authorise the statutory consultation process to remove the existing zebra crossing located on Portland Road just north of Clifford Road, and establish a new zebra crossing with pedestrian refuge centre islands on Portland Road just north of Clifford Road under section 23 of the Road Traffic Regulation Act 1984;

 

  1. authorise the statutory consultation process to introduce a raised entry treatment (whereby the entrance to the side road will be raised to the level of the adjacent footway to assist pedestrians crossing the side road and to slow drivers as they  exit the  side road junction) in Clifford Road  junction with Portland Road; and to issue notice to the Secretary of State for Transport in accordance with sections 90C and 90CA of the Highways Act 1980, and Regulation 3 of The Highways (Road Humps) Regulations 1999;

 

  1. subject to consideration of any objections which may be received on giving public notice and any comments received in response to the notice from the Secretary of State, to authorise the Road Space Manager, Sustainable Communities, Regeneration & Economic Recovery Directorate to implement the new zebra crossing with pedestrian refuge centre islands on Portland Road  just north of Clifford Road under the Road Traffic Regulation Act 1984; and to implement the entry treatment in Clifford Road junction with Portland Road under the Highways Act 1980, The Highways (Road Humps) Regulations 1999 and the Traffic Signs Regulations and General Directions 2016 as amended;

 

 

  1. note that any objections received on the giving of public notice or comments received in response to the notice from the Secretary of State will be reported to the relevant decision-maker, being either the Corporate Director, Sustainable Communities, Regeneration and Economic Recovery, or the Executive Mayor or Cabinet (as determined by the Executive Mayor) in accordance with the Executive Mayors Scheme of Delegation.

The Corporate Director of Sustainable Communities, Regeneration and Economic Recovery also AGREED to:

 

a.    making road layout changes at the junctions of Manor Road and Albert Road to widen the footpaths under the Highways Act 1980; and

b.    introducing a yellow box junction at the junction of Manor Road and Portland Road to allow easier bus access in and out of Manor Road from Portland Road.
