Kenley Healthy Streets Proposals (Relevant to Hayes Lane Aerodrome section, Abbotts Lane and Kenley Lane)

Purpose:

The purpose of this decision / report for consideration is to recommend the introduction of various proposed road safety measures as identified from 1)WSP Transport Report, and 2)engagement with the Kenley Community Action Group. The engagement included previous site meetings with ward councillors and resident representatives in February 2023. The proposed measures that were identified are as follows: 

 

      i.        To provide uncontrolled pedestrian crossing facilities at entrances to both the Aerodrome and Coulsdon Common along Hayes Lane in the form of hard standing areas or kerb buildouts. This is to assist pedestrians crossing from the Common to the Aerodrome and vice versa, improving pedestrian safety.

 

     ii.        To adopt road markings in Abbots Lane along the bend in the vicinity of Zig Zag Lane aimed at speed reduction as drivers navigate the bend

 

    iii.        To introduce a “No Through” road sign at the entrance of Kenley Lane. Currently drivers are not aware that this road has no through access and is not a connecting road. Residents have raised concerns about drivers having to carry out reversing manoeuvres as they approach end of the road, which creates disturbance and increases the level of car borne pollutants.

 

Decision:

 

For reasons set out in this report under existing delegated authority the Corporate Director of Sustainable Communities, Regeneration and Economic Recovery in consultation with the Executive Mayor AGREED to:

 

2.2agree to the list of proposals as outlined in paragraph 1.1 of this report, which is:

 

      i.        To provide uncontrolled pedestrian crossing facilities at entrances to both the Aerodrome and Coulsdon Common along Hayes Lane in the form of hard standing areas or kerb buildouts. This is to assist pedestrians crossing from the Common to the Aerodrome and vice versa, improving pedestrian safety.

2.3delegate authority to the Senior Traffic Order Officer proceed to implement the proposals in paragraph 1.1 of this report under the under the Highways Act 1980, Traffic Signs Regulations and General Directions 2016 and other relevant legislation.
