Disclosure of Interest

In accordance with the Council’s Code of Conduct and the statutory provisions of the Localism Act, Members and co-opted Members of the Council are reminded that it is a requirement to register disclosable pecuniary interests (DPIs) and gifts and hospitality to the value of which exceeds £50 or multiple gifts and/or instances of hospitality with a cumulative value of £50 or more when received from a single donor within a rolling twelve month period. In addition, Members and co-opted Members are reminded that unless their disclosable pecuniary interest is registered on the register of interests or is the subject of a pending notification to the Monitoring Officer, they are required to disclose those disclosable pecuniary interests at the meeting. This should be done by completing the Disclosure of Interest form and handing it to the Democratic Services representative at the start of the meeting. The Chair will then invite Members to make their disclosure orally at the commencement of Agenda item 3. Completed disclosure forms will be provided to the Monitoring Officer for inclusion on the Register of Members’ Interests.

Outline application for the consideration of access and layout only in relation to the construction of a part three, part four-storey building comprising nine flats associated vehicle and cycle parking, and refuse provision; following demolition of existing dwelling.

The officers presented details of the planning application and responded to questions for clarification.

 

Mr Mike Blackburn spoke against the application.

 

The Committee deliberated on the application presentation heard before them having heard all the speakers who addressed the Committee, and in turn addressed their view on the matter.

 

Councillor Paul Scott proposed a condition for a green roof.

There was also a condition for the car park management plan to govern which units have access to spaces.

 

The substantive motion to GRANT the application based on the officer’s recommendation was taken to the vote having been proposed by Councillor Paul Scott. This was seconded by Councillor Toni Letts, with the inclusion of the proposed conditions.

 

The substantive motion was carried with six Members voting in favour and four Members voting against.

 

The Committee therefore RESOLVED to GRANT the application for the development of 5 More Close Purley, CR8 2JN.

The Committee deliberated on the application presentation heard before them having heard all the speakers who addressed the Committee, and in turn addressed their view on the matter.

 

There was a condition to the accessibility of the cycle storage, and the CLP condition to require large vehicle layover during construction.

 

The substantive motion to GRANT the application based on the officer’s recommendation was taken to the vote having been proposed by Councillor Paul Scott. This was seconded by Councillor Caragh Skipper, with the inclusion of the proposed conditions.

 

The substantive motion was carried with eight Members voting in favour and two Members voting against.

 

The Committee therefore RESOLVED to GRANT the application for the development of 60 Welcomes Road, Kenley, CR8 5HD.

 

 

At 7:24pm, Councillor Ian Parker left the meeting.
