Disclosure of Interest

In accordance with the Council’s Code of Conduct and the statutory provisions of the Localism Act, Members and co-opted Members of the Council are reminded that it is a requirement to register disclosable pecuniary interests (DPIs) and gifts and hospitality to the value of which exceeds £50 or multiple gifts and/or instances of hospitality with a cumulative value of £50 or more when received from a single donor within a rolling twelve month period. In addition, Members and co-opted Members are reminded that unless their disclosable pecuniary interest is registered on the register of interests or is the subject of a pending notification to the Monitoring Officer, they are required to disclose those disclosable pecuniary interests at the meeting. This should be done by completing the Disclosure of Interest form and handing it to the Democratic Services representative at the start of the meeting. The Chair will then invite Members to make their disclosure orally at the commencement of Agenda item 3. Completed disclosure forms will be provided to the Monitoring Officer for inclusion on the Register of Members’ Interests.

The Committee deliberated on the application presentation heard before them having heard all the speakers who addressed the Committee, and in turn addressed their view on the matter.

 

Councillor Leila Ben-Hassel proposed for a condition for an ecology-friendly enhancement on the wider diversity as part of the landscape.

 

The substantive motion to GRANT the application based on the officer’s recommendation inclusive of the above condition was taken to the vote having been proposed by Councillor Paul Scott. This was seconded by Councillor Caragh Skipper.

 

The substantive motion was carried with six Members voting in favour and four Members voting against.

At 9:56pm in accordance to section 2.10 (6) in Part 3 – Responsibility for Functions, Councillor Gareth Streeter proposed the motion to suspend the guillotine and this was seconded by Councillor Chris Clark. The motion to suspend the guillotine was put forward to the vote and was unanimously approved.

 

Councillor Paul Scott suggested that one parking space on the site was a very low amount, and that parking permits should not be restricted, that there was enough bays for residents to have their own parking provision on site and therefore to allow residents to access parking permits.

 

The substantive motion to GRANT the application based on the officer’s recommendation was taken to the vote having been proposed by Councillor Paul Scott. This was seconded by Councillor Toni Letts.

 

The substantive motion was carried with five Members voting in favour and five Members voting against. The Chair used his casting vote and voted in favour of the motion.

 

The Committee therefore RESOLVED to GRANT the application for the development of 34 Brownlow Road, Croydon, CR0 5JT.

At 11:43pm, there was a change in Chair from Councillor Chris Clark to Vice-Chair Councillor Leila Ben-Hassel, who continued to Chair the remainder of meeting.

 

The substantive motion to GRANT the application based on the officer’s recommendation in addition to the conditions addressed was taken to the vote having been proposed by Councillor Paul Scott. This was seconded by Councillor Joy Prince.

 

The substantive motion was carried with six Members voting in favour and three Members voting against.

 

The Committee therefore RESOLVED to GRANT the application for the development of 3-5 Harewood Gardens, South Croydon, CR2 9BU.
