This decision will be taken under urgency procedures.
Reason for urgency: Regina Road project is a flagship development for the Council. We have secured substantial GLA affordable housing grant for the project which is bound by contractual milestones.
The Council’s intention is to award a demolition contract in September/October 2024. The procurement process for this contract includes going out to market to several contractors as well as providing bidders with enough time to prepare well considered bids. We also need to accommodate adequate time to review and evaluate bids ahead of entering the first comprehensive demolition contract the Council has ever awarded.
In order to make the September deadline, we are seeking General Exception to enable this comprehensive process to be carried out to ensure the council achieves VFM and also meets grant milestone requirements. This is considered to be a strategic procurement decision to facilitate contractual grant commitments.
