Reason for urgency:
Notification of decision was first published on the forward plan, on the 19th Feb 2025, with a decision date on or after 20th March 2025.

However, decision is now being brought forward to 6th March 2025 or after, via General Exception. The HAF Programme provides essential support during the Easter, Summer, and Christmas school holidays, offering nutritious meals and enriching activities to vulnerable children and families in Croydon.

On 14 February 2025, the Department for Education (DfE) confirmed Croydon Council’s grant determination. This confirmation was significantly later than anticipated, resulting in a severely constrained planning period for the delivery of the Easter programme. Adhering to the 28-day notice is not feasible.

Further delays pose a significant risk to outreach efforts, potentially preventing eligible children and families from accessing crucial support. For this reason, Officers will also seek agreement for a call-in waiver from the Chair of Scrutiny.
