A75/17 MINUTES OF THE MEETING HELD ON THURSDAY 20TH APRIL 2017

RESOLVED that the minutes of the meeting held on Thursday 6 April 2017 be signed as a correct record.

There were no disclosures of a pecuniary interest not already registered.

Demolition of existing building, Erection of 2 two/three storey four bedroom detached houses with accommodation in loft space, formation of vehicular access and provision of associated parking (without compliance with condition 1 - to be built in accordance with the plans submitted - attached to planning permission 15/02030/P)

THIS APPLICATION WAS WITHDRAWN AS THE REFERRING WARD MEMBER, COUNCILLOR JEET BAINS, WITHDREW HIS OBJECTION.

It will now be decided under delegated authority by the Director of Strategic Planning and Transport.

Erection of 3 x three bedroom detached dwellings at rear, formation of access road and provision of associated garage, parking and landscaping

Mrs Ann Dempsey, a local resident, spoke in objection, on behalf of several neighbours
Mr Spencer Copping (WS Planning) spoke as the agent, on behalf of the applicant
Councillor Tim Pollard, ward Member, spoke in objection, on behalf of local residents

 

Following consideration of the officer's report and addendum, Councillor Chris Wright proposed and Councillor Jason Perry seconded REFUSAL, on the grounds of incongruous overdevelopment and the impact on adjoining properties, particularly no.53, and on endangered species (badgers) and the Committee voted 4 in favour, 6 against, so this motion thereby fell.

 

The Committee then voted on a second motion for APPROVAL, proposed by Councillor Humayun Kabir and seconded by Councillor Kathy Bee, 6 in favour, 4 against, so planning permission was GRANTED for development at 7 and 9 Arkwright Road, South Croydon CR2 0LN

 

7.4 16/06245/FUL 15 Purley Rise, Purley CR8 3AW
Demolition of existing building and construction of a basement and two storeys plus roofspace building to provide 8 self contained flats. Provision of 4 car parking spaces and cycle and refuse store

Ms Desiree Barnes, Ms Rita Chudasama and Mr Dale Mullins spoke in objection, as local residents
Mr Matthew Corcoran (Project Design) spoke as an agent, on behalf of the applicant
Councillor Mario Creatura, ward Member for Coulsdon West, spoke in objection, on behalf of local residents

 

After consideration of the officer's report and addendum, Councillor Paul Scott proposed and Councillor Kathy Bee seconded the officer's recommendation and the Committee voted 6 in favour, 4 against, so planning permission was GRANTED for development at 15 Purley Rise, Purley CR8 3AW.

 

A second motion for REFUSAL, proposed by Councillor Luke Clancy and seconded by Councillor Jason Perry, on the grounds of overdevelopment, intensification and insufficient parking, thereby fell.

 

7.1 16/05434/FUL 236 Selsdon Road, South Croydon CR2 6PL
Demolition of existing buildings. erection of three storey building comprising 2 studio, 5 one bedroom and 2 three bedroom flats. formation of associated access and provision of parking

Mr James Caldwell (Turnbull Land) spoke as the applicant

Councillor Maria Gatland, ward Member for Croham, spoke in objection, on behalf of local residents

 

After consideration of the officer's report and addendum, Councillor Paul Scott proposed and Councillor Jason Perry seconded DEFERRAL and the Committee voted unanimously in favour (10) so this application was DEFERRED for further negotiations to achieve design improvements. 

 

A second motion to REFUSE was initially proposed by Councillor Jason Perry and seconded by Councillor Chris Wright was withdrawn when the motion to DEFER was proposed.
