A90/17 MINUTES OF THE MEETING HELD ON THURSDAY 11TH MAY 2017

RESOLVED that the minutes of the meeting held on Thursday11 May 2017 be signed as a correct record.

A91/17 DISCLOSURE OF INTEREST

There were no disclosures of a pecuniary interest not already registered.

 

Councillor Jason Perry wished to make it clear that none of the Conservative Members on the Committee are members of the Conservative Club.

Mixed use, commercial lower ground and ground floors and residential upper floors

(Councillor Kathy Bee entered the Chamber at 5:38pm and Councillor Jamie Audsley at 5:50m)

 

Richard Quelch (Planning, Development and Regeneration, GVA) and Damian Milton (MDR Architects) attended to give a presentation and to respond to Members' questions and issues raised for further consideration prior to submission of a planning application.
 

The main issues raised at this meeting were as follows:

  • Affordable housing is key
  • Ability to put a bolder, bigger building with distinctive character, to fit in with feel, vibrancy and activities of Surrey Street
  • Access and animation of Exchange Square 
  • Loss of community use - possibility of looking for a different solution for this interesting and unusual site
  • Access turning into Matthew's Yard - need a clever and imaginative way, respecting existing as well as new occupiers
  • Facilities for traders
  • Vehicular movement around the market 

 

At 6:35pm there was a 5 minute break before commencing applications for decision.

A95/17 PLANNING APPLICATIONS FOR DECISION

7.1 16/06526/FUL 585-603 London Road, Thornton Heath CR7 6AY
Demolition of existing structures and buildings at 585-603 London Road, erection of 3 four/five storey buildings comprising 593 hotel (C1) and aparthotel rooms (C1) and ancillary services the formation of new vehicular accesses onto London Road and Dunheved Road North, new public realm, car, coach and cycle parking, landscaping and refuse and recycling facilities

THIS APPLICATION WAS WITHDRAWN - it was rescheduled to 24 May Committee.

Erection of 7 buildings varying in height between two and three storeys comprising 18 three bedroom and 4 two bedroom houses and 14 two bedroom and 4 one bedroom flats and 161 sq m community centre space (Use Class D1). Provision of associated car parking, landscaping and other associated works

Ms Jenny Shannon spoke in objection, representing Tollers Estate Residents' Action Group

Ms Jennifer Islip (Senior Planner, Carter Jonas) and Mr Oliver Bulleid (Mae Architects) spoke on behalf of the applicant

Councillor Margaret Bird, ward Member for Coulsdon East, spoke in objection, on behalf of local residents

 

After consideration of the officer's report and addendum, Councillor Kathy Bee proposed and Councillor Humayun Kabir seconded the officer's recommendation and the Committee voted 6 in favour, 4 against, so planning permission was GRANTED for development at land and garages at Goodenough Way and Ellis Road, Coulsdon CR5 1DX.

 

A second motion for REFUSAL, on the grounds of inappropriate overdevelopment of the estate without amenities meeting residents' requirements, proposed by Councillor Chris Wright and seconded by Councillor Jason Perry, thereby fell.

 

7.6 17/01046/FUL Former site of Taberner House and The Queen's Gardens, Park Lane, Croydon CR9 3JS
Erection of four buildings ranging in height from 13 to 35 storeys comprising 514 residential units (use class C3), flexible A1/A2/A3/A4/B1/D1 space at ground floor level of the buildings, new basement areas (including demolition of parts of existing basement), landscaping (including re-landscaping of Queens Gardens), new pavilion café in Queens Gardens (use class A3), access, servicing and associated works

Mr Norman Cooper, a local resident, spoke in objection

Mr Steve Sanham (Managing Director of HUB) spoke as the applicant

Councillor Helen Pollard, ward Member for Fairfield, spoke in objection, on behalf of local residents

 

Having considered the officer's report and addendum, Councillor Jamie Audsley proposed and Councillor Humayun Kabir seconded the officer's recommendation and the Committee voted unanimously in favour (10), so planning permission was GRANTED for development at the former site of Taberner House and The Queen's Gardens, Park Lane, Croydon CR9 3JS, with additional conditions for the landscaping plan to come back to Committee and for the cycle storage to be monitored under the travel plan to assess usage.

 

7.5 16/06276/FUL Land south of 25-39 Drovers Road, South Croydon CR2 6PR
Erection of a three storey building comprising 9 one bedroom flats togethe with provision of car parking, landscaping and other associated works

Mr Robert Specterman, a resident of Drovers Road, spoke in objection, on behalf of a number of neighbours

Ms Jennifer Islip (Senior Planner, Carter Jonas) and Ms Tatianna von Preussen (vPPR Architects) spoke on behalf of the applicant

Councillor Maria Gatland, ward Member for Croham, spoke in objection, on behalf of local residents

 

After consideration of the officer's report and addendum, Councillor Humayun Kabir proposed and Councillor Manju Shahul-Hameed seconded the officer's recommendation and the Committee voted 6 in favour, 4 against, so planning permission was GRANTED for development at land south of 25-39 Drovers Road, South Croydon CR2 6PR.

 

A second motion for REFUSAL, on the grounds of overdevelopment, by dint of design and massing and the loss of amenity for adjoining occupiers, proposed by Councillor Jason Perry and seconded by Councillor Chris Wright, thereby fell.

 

At 9:53pm the Chair proposed suspending the guillotine and the Committee agreed.

Demolition of existing buildings, erection of two storey detached building with basement and accomodation in roofspace comprising three bedroom, 5 two bedroom and 9 one bedroom flats and erection of 6 three bedroom semi detached house. Provision of associated access, parking and landscaping

Mr David Vickery spoke in objection, on behalf of residents impacted by the development

Mr Peter Beggan (Wandle Housing Association Ltd) spoke in support of the application

Ms Leona Hannify (Iceni Projects) spoke as the agent, on behalf of the applicant

Councillor Badsha Quadir, ward Member for Purley, spoke in objection, on behalf of local residents

 

Having taken the officer's report into consideration, Councillor Kathy Bee proposed and Councillor Jamie Audsley seconded the officer's recommendation and the Committee voted 6 in favour, 4 against, so planning permission was GRANTED for development at 19-21 Russell Hill, Purley CR8 2JB.

 

A second motion for REFUSAL, on the grounds of overdevelopment, lack of parking, intrusion and loss of amenity for neighbouring properties, proposed by Councillor Luke Clancy and seconded by Councillor Sue Winborn, thereby fell.

After consideration of the officer's report and addendum, Councillor Kathy Bee proposed and Councillor Chris Wright seconded the officer's recommendation and the Committee voted unanimously in favour (10), so planning permission was GRANTED for development at 24 Station Road, South Norwood SE25 5AF.
