A123/17 MINUTES OF THE MEETING HELD ON THURSDAY 6TH JULY 2017

RESOLVED that the minutes of the meeting held on Thursday 6 July 2017 be signed as a correct record.

A127/17 DEVELOPMENT PRESENTATIONS

6.1 16/03919/PRE 330 Purley Way, Croydon, CR0 4XJ
A two phased redevelopment of the existing building and surface parking to provide 35,000 Sq ft (phase 1) and 85,000sq ft (phase2) of Retail Space 
Ward: Broad Green  

 

Pete Langley-Smith (Development Director, Reef Estates), Tim Price (Director, Commercial Planning, Savills), Ian Perrell (Architect, The Harris Partnership) and Peter Caneparo (Managing Director, Caneparo Associates (Highways)) attended to give a presentation and to respond to Members' questions and issues raised for further consideration prior to submission of a planning application.

 

The main issues raised at this meeting were as follows:

  • Whilst the presentation stressed the aim of being "best in class" retail park and good environment, the Planning Committee raised serious concern about seeing more of the same on the Purley Way.  There was a strong request for mixed use - including significant levels of residential accommodation
  • Concerned about traffic access and non-car users
  • Concern over impact on town centre viability and vitality
  • Sea of car parking very unattractive
  • Mixed use would provide a more human feel in line with emerging Local Plan
  • Want to see something greener, more sustainable - a more liveable area
  • Huge potential of the site - needs to be used to the full in a positive manner
  • River Wandle/water treatments featured in previous application - to create a welcome green swathe through the site and on towards Waddon Ponds
  • • Concern over the phased and piecemeal approach to the development with the potential that only part of the scheme coming forward - failing to deliver comprehensive and sustainable re-development of the site

 

Councillor Andrew Pelling, ward Member for Waddon, made the following comments:

  • Local residents have an interest in green spaces.
  • Would like to see something on a more human scale - a more mixed development.
  • People are concerned about light and noise pollution - particularly after the removal of the trees.
  • Residents are keen to stress the importance of considering the River Wandle.
  • There is a question of sustainability.
  • Now we have 3 sets of traffic lights close together in this area and we don't want to see queues of traffic there. 
  • We hope to see a more residential mix and protection of the interests of Mill Lane residents.
A128/17 PLANNING APPLICATIONS FOR DECISION

7.1 17/00650/FUL Rear of 1-9 Birchanger Road, South Norwood, London SE25 5BA
Erection of 3 two storey three bedroom and 1 two storey 4 bedroom houses with accommodation in roofspace and provision of associated parking
Ward: Woodside 

 

Ms Ellen Wilkinson (Chair of South Norwood Residents' Association and a resident of Birchanger Rd) spoke in objection on behalf of a number of local residents and members of the Association

Mr Damian Stalley (Montreaux) spoke as the agent, on behalf of the applicant

 

After consideration of the officer's report, Councillor Kathy Bee proposed and Councillor Wayne Trakas-Lawlor seconded DEFERRAL so that officers can work with the applicant for further design development, particularly the position of the dormer windows and the corner window on plot 4 (in terms of potential for overlooking), as well as the vehicular entrance, strip behind the car parking spaces and refuse collection facilities, and the Committee voted unanimously in favour (9), so planning permission was DEFERRED.

 

A site visit will also be arranged for Committee Members to fully appreciate the issues, particularly with regard to the access and highway concerns.
