That Councillor Jane Avis be appointed Chair for the meeting of the Sub-Committee.

No disclosures of interest were made during the meeting.  Councillor Karen Jewitt offered clarification in that although the address of the premises is in Thornton Heath, it does not fall in Thornton Heath Ward.

The Licensing Sub-Committee considered the application for a variation to the premises licence at 774 London Road, Thornton Heath, Croydon CR7 6JB and the representations received from the police as contained in the report of the Executive Director of Development & Environment. 

The Sub-Committee also considered the verbal representations made at the hearing by the police and the applicant.  An amendment was made to correct the postcode of the premises address.

The Sub-Committee, having reference to the licensing objectives under the Licensing Act 2003 and the Council Licensing Policy RESOLVED to REFUSE the application to vary the premises licence as the application does not promote the licensing objectives. In particular the Sub-Committee was of the view that the premises licence holder has not complied with his premises licence regarding the provision of training for its staff and proper training records are not being kept within the premises.
