The Licensing Sub-Committee considered the application for a premises licence at 39 Central Parade, New Addington, CR0 0JD and the representations received from two residents and a local Ward Councillor, as contained in the report of the Executive Director of Development & Environment.

The Sub-Committee, having reference to the four licensing objectives of the Licensing Act 2003 and the Council Licensing Policy RESOLVED that the application for a premises licence at 39 Central Parade, New Addington, CR0 0JD be REFUSED.
The Sub-Committee reached this decision on the basis that Members were not persuaded that the applicant understood the four licensing objectives and his responsibility in the promotion of those objectives.
Further the Sub-Committee is not satisfied that the applicant has been able to demonstrate exceptional circumstances which would allow the Members to override the Council's Cumulative Impact Policy, as agreed by the Full Council in December 2013.
