A56/15 APPOINTMENT OF CHAIR

RESOLVED: that Councillor Karen Jewitt be appointed Chair for the meeting of the Sub-Committee.

A60/15 LICENSING ACT 2003 - HEARING OF REPRESENTATIONS FROM PREMISES LICENCE HOLDER FOLLOWING APPLICATION FOR SUMMARY REVIEW AND SUBSEQUENT SUSPENSION OF PREMISES LICENCE

The Licensing Sub-Committee considered representations from the premises licence holder of Club 791, 791 London Road, Croydon CR7 6AW contained in the report of the Executive Director ‘Place' against the interim steps decision to suspend the premises licence which was taken on 12 October 2015.

 

The Licensing Sub-Committee also considered the verbal representations made at the hearing by the premises licence holder, its representative and the police.

 

The Licensing Sub-Committee having regard to the four licensing objectives of the Licensing Act 2003 RESOLVED to withdraw the suspension of the licence at the interim steps hearing for the following reasons:

 

The Licensing Sub-Committee heard that the police had confidence in the DPS and the steps they have taken in the interim since the premises has been closed. In particular, the CCTV sytstem has been improved and updated to the satisfaction of the police. The Premises License Holder has also appointed an Approved Door Supervision company for door staff, and search and ID policies have been revised to the satisfaction of the police.

The Licensing Sub-Committee are of the view that the following additional conditions are necessary to promote the licensing objectives

 

Conditions

 

Until the Review hearing:

1. The Premises will only be open for pre booked events, that is those that are already booked as of 21 October 2015. The pre booked events will be held within the licensing times and the police would be informed of the pre-booked events by 5pm today (22 October 2015.)

2. The Premises will operate Club Scan and Seaerch hatch

3. An Approved Door Supervision company will be used and a minimum of 6 door staff will be on duty, in accordance with condition 6 of the licence.
