A20/17 APPOINTMENT OF CHAIR FOR THE MEETING

Councillor Bew proposed, and Councillor Henson seconded, that Councillor Avis be nominated as Chair of the Sub-Committee.

 

The Sub-Committee RESOLVED to appoint Councillor Avis as Chair of the Sub-Committee.

The allocation of the agenda between Part A and Part B was agreed as stated.

A24/17 LICENSING ACT 2003 - APPLICATION FOR PREMISES LICENCE: 52 CHAPEL VIEW, CR2 7LF

The Licensing Sub-Committee considered the Application for a Premises Licence at 52 Chapel View, South Croydon, CR2 7LF and the representations received as contained in the report of the Executive Director ‘Place'.


The Sub-Committee also considered the verbal representations made at the hearing by the applicant for the premises licence.

 
The Sub-Committee, having reference to the licensing objectives under the Licensing Act 2003 and the Council Licensing Policy RESOLVED to Grant the premises licence at 52 Chapel View, South Croydon, CR2 7LF.

 

The reason for the decision was on the basis that the Sub-Committee were satisfied that it would support the licensing objectives to do so. In particular, the Sub-Committee noted that the applicant explained the issues regarding the police raid and that the raid occurred in the flats above the premises. The applicant further explained that measures were installed in the premises over 10 years ago to prevent break ins into the premises. The Sub-Committee also took notice that the Police and the Council's noise pollution team had not objected to the application and the issue of anti-social behaviour was not proved.

 

A25/17 LICENSING ACT 2003 - APPLICATION FOR PREMISES LICENCE: 409-411 BEULAH HILL SE19 3HD

The Licensing Sub-Committee considered the Application for a Premises Licence at 409-411 Beulah Hill, London, SE19 3HD and the representations received as contained in the report of the Executive Director ‘Place'.


The Sub-Committee also considered the verbal representations made at the hearing by the applicant for the premises licence holder and their representative.


The Sub-Committee, having reference to the licensing objectives under the Licensing Act 2003 and the Council Licensing Policy RESOLVED to Grant the premises licence at 409-411 Beulah Hill, London, SE19 3HD.

 

The reason for the decision was on the basis that the Sub-Committee were satisfied that it would support the licensing objectives to do so. In particular, the Sub-Committee were satisfied that the applicant had appropriate training arrangements for its staff, had a challenge 25 policy and had appropriate CCTV cameras installed to support the promotion of the four licensing objectives.

 

The Sub-Committee also noted that in line with paragraph 4:10 of its Licensing Policy and 14:19 of the Guidance issued by the Secretary of State commercial demand or competition was not a matter for a licensing authority when discharging its licensing functions. The Sub-Committee also took notice that the Police and the Council's noise pollution team had not objected to the application and the issue of anti-social behaviour was not proved.
