After consideration of the officer's report and addendum, Councillor Sue Winborn proposed and Councillor Chris Wright seconded REFUSAL, on the grounds of the cumulative effect of too many HMOs in the area and the detrimental impact on neighbours of resulting increase in noise and disturbance, and the Committee voted, 2 in favour, 3 against, so this motion thereby fell.
The Committee then voted on a second motion supporting the officer's recommendation, and the Committee voted, 3 in favour, 2 against, so planning permission was GRANTED for development at 23 Mulgrave Road Croydon CR0 1BL.
