12/09/2023 - Award of Contract for the Fire Risk Assessment Consultancy Services ref: 2429    Recommendations Approved (subject to call-in)

To support the recommendations for an award of contract to the preferred tenderer for the delivery of key service in ensuring safety of residents and compliance with legislation and Council’s policy.

Award of Fire Risk Assessor contract to deliver quality Fire Risk Assessments to Council properties, and provision of impartial advice on report findings, aimed to support the varied needs of the property portfolios for housing, corporate and school buildings. Whilst ensuring it meets the Council’s ongoing requirements to comply with the Regulatory Reform (Fire Safety) Order 2005, Fire Safety Act 2021, Fire Safety (England) Regulations 2022.

 

The delivery of this service will align with the Council’s Fire Safety Policy which states:

           Ensuring properties containing Council homes have current Fire Risk Assessments with all recommendations actioned (e.g., covering communal areas, etc.)

           Ensuring Fire risk assessments are reviewed following significant changes or any fire events in properties containing Council homes.

Approve the award  of a contract for delivery Fire Risk Assessment for a period of three years (with a possible extension for a further two years) a maximum period of 5 years with a value set out in the Part B report.

14/03/2025 - Planned Maintenance and Improvement (PMI) – Windows design, Fabrication and Installation contract ref: 2428    Recommendations Approved (subject to call-in)

Windows design, Fabrication and Installation contract for 36 months (a second term extension) up to 31st March 2028.

 

The contract for the installation and replacement of windows comes to an end in March 2025. 

 

There is provision within the terms of the contract to extend it for a further term.  However, the high level of spend against the contract so far means that there is not sufficient headroom within the contract for it to be extended without also being varied to create room for continued spend.

a)    Approve a permitted contract extension for the delivery of Windows design, Fabrication and Installation, with Anglian Ltd for a further 36 months until 31st March 2028.

 

b)    Approve a variation of the original contract value of £25m to a new value of £31.25m, an increase of 25%.

24/03/2025 - PMI General Building Works Contract Extension ref: 2425    Recommendations Approved (subject to call-in)

The report aims at recommending an extension to the current General Build Works Contract (GBW) delivering planned maintenance programme of Kitchen and Bathroom upgrades and refurbishments, Street roofs, MAU and Communal flooring. •The GBW contract was let on the 1st April 2016 for 14 years (5+3+3+3), following a compliant competitive procurement exercise. •The contract was awarded at a total contract value range of £160m - £210m, with an annual value of £10m - £12m maximum. •The Council has the option of no-fault termination clause of 12 months and 18 months from the contractor perspective. •This is a second extension as an initial extension of 3 years is due to expire 31st March 2024.

For the reasons as detailed in the report, the Corporate Director for Housing AGREED to:

 

Approve the exercise of the remainder of the second permitted contract extension option for the delivery of Planned Maintenance and Improvement General Building Works contract with Mulalley and Company Ltd until 31st March 2027 at an annual value of £6.5m. The anticipated contract budget for the extension period is £19.5m. and the maximum total contract value at award was £210m, therefore spend remains within the original envelope.
