Projects and Programmes

Commissioning Framework

·      Refreshed in March 2016 and ongoing focus to embed the principles and review procurement governance processes. New contract management model currently being embedded across the Council.

 

Social Value evaluation

·      Development of methodology for reviewing impact of SV activity to date and ongoing.

 

Development of new service models

·      New model for FM introduced including in-house service provision for concierge, town hall officers and some technical services.

·      New model for legal services currently being developed but will include enhanced in-house team and a strategic partner relationship for external legal provision.

 

Local Government Boundary Commission Review

·      Could result in changes ahead of the 2018 local elections. Submissions are made to the Commission on Council size by July 2016.

 

Demand Management Programme

·      Addressing growing demand & complexity of need through prevention and supporting people to address issues early and promote community resilience.

 

Policy Developments

·       Business Rates Reform

·       Local Growth and Jobs Bill will give councils more incentives to support business and develop the local economy, including 100% retention of their business rates and strengthening councils’ powers to cut business rates for local firms if they wish.

·       Budget 2016 includes the move to more frequent revaluations; from 2020 uprating of business rates to be switched from RPI to CPI - this will reduce the amount of revenue that councils are able to raise through business rates. Threshold for small business rate relief to be increased from £6,000 to £15,000 from April 2017.

·       Trade Unions Act 2016: a 50% minimum voting turnout threshold for strike ballots; 40% of those entitled to vote must vote in favour of industrial action in certain essential public services; time limits on the mandate following a ballot for industrial action.

·       Modern Slavery Act 2015 (transparency in supply chains) - requires businesses to produce a statement on the steps taken to ensure there is no modern slavery in their own business and their supply chains. This is being built into the Council’s procurement process and will become part of expectations in Value Croydon.

·      Transparency – DCLG is consulting on proposals to update the Local Government Transparency Code 2015, in particular to change the way that local authorities record details of land and property assets, and publish information about procurement, contracts and the delivery of certain services and charges.
