It was believed that the original Brick by Brick Update Report submitted to Cabinet in November 2022 included sufficient detail for this to have been treated as a key decision at the time as:
Under recommendation 5 of the Part B paper the following recommendation was approved:
Delegate authority to the Corporate Director of Resources and Section 151 Officer in consultation with Cabinet Member of Finance and Corporate Director of Housing and subject to any final due diligence, whether to purchase 12 new properties from BBB at the Trellis Mews development for a consideration of up to £3.377m. Further details are provided in Part A under section 6.

Due to the wording it has now been suggested that the delegated decision may need to be treated as a Key Decision and, due to the extremely tight deadlines, Special Urgency is being requested.
