Award of Hard FM Term Maintenance and Construction Services Contract: Corporate Property Estate

The Council operates a FM building maintenance and repairs service for the upkeep of the Councils corporate non-Housing estate. The service has been provided via two 7-year term maintenance contracts, for building and mechanical and electrical (M&E) respectively. Both contracts expired in July 2023 and will be subject to extension until 31st March 2024. A new single integrated contract –  covering both M&E and building fabric works - is being procured to commence upon expiry of the aforementioned  extensions on 1st April 2024 for a maximum term of 7 years with a break option after 5 years.

 

The new contract will enable the Council to satisfy its statutory compliance obligations, keep its building and property assets operationally safe and fit for purpose, and enable delivery of high priority capital improvements.  It will enable the Council to manage essential programmes of work expediently through a new contract which will offer good value for money at competitive market rates to a high-quality standard of performance.

 

The procurement had been undertaken through the Crown Commercial Services framework to mitigate significant risks in the current marketplace from inflation, supply chain disruptions, workforce shortages, and continued pandemic/health crises affecting tender response rates.

 

This report seeks approval of the award of the contract for the delivery of Hard FM Term Maintenance and Construction Services with an estimated total overall contract value of £44.1M.
