Homes for the Future as Centres of Excellence (PFI Older People Residential Care Homes)

The report outlines the procurement strategy to procure a delivery and design partner for the three residential and nursing homes under the Adult Homes for the Future PFI agreement – Heavers Court, Addington Heights and Langley Oaks. As part of this strategy, an extension is being requested to enable continuity of services in the interim, whilst the commissioning and procurement exercise is undertaken.

Reason for urgency:
Negotiations with the incumbent provider for a longer term arrangement broke down at the end of June, following a failed tender exercise. A short term extension (6 months) was agreed whilst further work was undertaken to determine the next steps for a new commissioning and procurement exercise. Placing this information on a publicly published forward plan would have jeopardised our negotiation position with the incumbent provider.

The report outlines the request for an extension as part of the ongoing strategy. The supplier is currently continuing to deliver the service and payment is only authorised up until 07th December 2023. This strategy and extension request needs to be agreed by this date in order to pay a supplier for services delivered.
