Notice of Special Urgency Decision - PARKING POLICY – ADOPTION OF POLICY  (19/03/2024 to 31/07/2024, Democratic Services)

Plan description

The purpose of this report and recommendations will be to adopt the Parking Policy that was consulted on in the autumn of 2023. The Parking Policy underpins the Parking Transformation Project.

 

The report will be seeking to make the following recommendations:

 

Note the results of the public consultation completed in the Autumn of 2023.

 

Adopt the Parking Policy as was consulted on, with the addition of delivery milestones for the associated Action Plan.

 

Delaying this decision will impact on start of planned statutory consultation process for actions arising from the Parking Policy and will impact the delivery of the transformation project.

 

Please note: the Chair of Scrutiny & Overview has consulted with Officers and agreed that Special Urgency can be used and a waiver from call-in granted for this decision, as of 19th March 2024.

This decision will be taken under urgency procedures.

Reason for urgency:
Delaying this decision will impact on start of planned statutory consultation process for actions arising from the Parking Policy, and will impact the delivery of the transformation project.

It was reported that a misinterpretation of the constitution related to delegated decisions following an Executive Mayor key decisions meant the decision had been omitted from the public Forward Plan.

Explanation of anticipated restriction:
This decision is urgent and call-in waiver requested as the Parking Policy needs to be adopted ahead of the publishing of papers for Cabinet, 27 March 2024. At this meeting Cabinet will consider the first of the actions arising from the policy, and it necessary for the policy to be adopted before decisions on actions are taken.

The Parking Policy Transformation project is a key deliverable in the council’s Exit Strategy.
