A99/17 MINUTES OF THE MEETING HELD ON THURSDAY 18TH MAY 2017

RESOLVED that the minutes of the meeting held on Thursday18 May 2017 be signed as a correct record.

Demolition of buildings and erection of 6 buildings varying between three and five storeys in height comprising 29 two bedroom and 28 one bedroom flats. Provision of associated car parking, landscaping and other associated works (AMENDED PLANS RECEIVED - BLOCK F REMOVED, BLOCK B INCREASED IN HEIGHT BY 1 STOREY, RETENTION OF A NUMBER OF TREES)

Ms Tabhitha Wilson, representing Auckland Rise, Church Road & Sylvan Hill Residents' Group, spoke in objection
Mr Colm Lacey (Brick by Brick) spoke as the applicant
Mr Paul Maddock (HTA - Architect) spoke as an agent, in support of the application

 

After consideration of the officer's report and addendum, Councillor Sherwan Chowdhury proposed and Councillor Bernadette Khan seconded the officer's recommendation and the Committee voted 6 in favour, 4 against, so planning permission was GRANTED for development on parcels of land adjacent to Auckland Rise, Church Road and Sylvan Hill, Croydon, SE19 2DX, subject to a condition requiring a legal agreement.

 

A second motion for REFUSAL, on the grounds of overdevelopment, loss of trees and green space, poor mix of units, loss of amenity and overlooking, impact on adjoining properties and lack of parking, proposed by Councillor Luke Clancy and seconded by Councillor Jason Perry thereby fell.

 

(At 7:35pm there was a break whilst the public gallery was cleared of people attending for the first item.  The meeting recommenced at 7:50pm)

Demolition of existing garages and erection of 6 buildings varying in height between two and six storeys comprising a total of 23 two bedroom and 30 one bedroom flats. Provision of associated car parking, landscaping and other associated works.

Having considered the officer's report and addendum, Councillor Humayun Kabir proposed and Councillor Bernadette Khan seconded the officer's recommendation and the Committee voted 6 in favour, 4 against, so planning permission was GRANTED for development on parcels of land adjacent to Longheath Gardens and Long Lane, Croydon CR0 1XT, subject to a condition requiring a legal agreement.

Demolition of the existing garages, relocation of existing substation and erection of one three-storey building comprising ten flats and one part three, part four storey building comprising seven flats and 1x3 bed house together with external stores and substation re-provision, car parking, landscaping and other associated works (AMENDED PLANS RECEIVED - BLOCK B REDUCED IN DEPTH, BLOCK A PARTINCREASED IN HEIGHT BY 1 STOREY, 2 ADDITIONAL PARKING SPACES, ALTERATIONS TO LANDSCAPING AND INTERNAL LAYOUTS)

Having considered the officer's report and addendum, Councillor Humayun Kabir proposed and Councillor Paul Scott seconded the officer's recommendation and the Committee voted 6 in favour, 4 against, so planning permission was GRANTED for development at land and garages south west of the junction of Heathfield Road and Coombe Road, Croydon CR0 1EL, subject to a condition requiring a legal agreement. 

 

A second motion for REFUSAL, on the grounds of overdevelopment, by dint of design, bulk and massing, loss of amenity space, poor design and impact on the cottages below, proposed by Councillor Jason Perry and seconded by Councillor Sue Winborn thereby fell.

 

(At 9:50pm the Chair proposed waiving the guillotine and the Committee agreed).

 

7.4 16/06526/FUL 585-603 London Road, Thornton Heath CR7 6AY
Demolition of existing structures and buildings at 585-603 London Road, erection of 3 four/five storey buildings comprising 593 hotel (C1) and aparthotel rooms (C1) and ancillary services the formation of new vehicular accesses onto London Road and Dunheved Road North, new public realm, car, coach and cycle parking, landscaping and refuse and recycling facilities

Mr Nadir Mothijakan attended to speak in objection but left before this application was considered

Mr Simon Fowler (GVA) and Mr Herbert Lui (Dexter Moren Architects) spoke as agents, on behalf of the applicant

 

After consideration of the officer's report and addendum, Councillor Humayun Kabir proposed and Councillor Paul Scott seconded the officer's recommendation and the Committee voted 9 in favour, with 1 abstention, so planning permission was GRANTED for development at 585-603 London Road, Thornton Heath CR7 6AY, subject to a legal agreement.
