A27/16 MINUTES OF THE MEETING HELD ON WEDNESDAY 18TH MAY 2016

RESOLVED that the minutes of the meeting held on Wednesday 18 May 2016 be signed as a correct record.

A28/16 DISCLOSURE OF INTEREST

There were no disclosures of a pecuniary interest not already registered.

 

All the Committee Members declared that Nuala O'Neill, Honorary Alderman, is well-known to them, as a previous Councillor.

A29/16 URGENT BUSINESS (IF ANY)

There was no urgent business.

A30/16 EXEMPT ITEMS

RESOLVED to that allocation of business between Part A and Part B of the Agenda be confirmed.

A31/16 PLANNING APPLICATIONS FOR DECISION

6.1 15/04163/P 35 Croham Mount, South Croydon, CR2 0BR
Retention and erection of 2 metre high boundary fencing
Ward: Croham

 

Councillor Paul Scott proposed DEFERRAL, for additional drawings, clarity around several issues and photos showing more of the surrounding area around the site, and Councillor Jason Perry seconded the motion.  The Committee voted unanimously (5) in favour.  This application will be presented again at a future meeting, probably in July.

 

6.2 15/05554/P 64 Brighton Road, Purley, CR8 2LJ
Alterations; erection of two bedroom bungalow at rear (fronting Purley Rise); provision of parking area over and formation of vehicular access
Ward: Coulsdon West
 

Mr Peter Brayton and Mr Jonathan Orr (a resident in one of the flats at 64 Brighton Road) spoke in objection

Mr Pakash Sharma spoke as the applicant, in support of the application.

 

After consideration of the officer's report, Councillor Luke Clancy proposed and Councillor Jason Perry seconded REFUSAL, on the grounds of overdevelopment, cumulative impact on the street scene, being out of character and loss of amenity for residents at 64 Brighton Road.  The Committee voted 2 in favour and 3 against, so this motion fell.

 

The Committee then voted on a motion supporting the officer's report, for APPROVAL, proposed by Councillor Paul Scott and seconded by Councillor Humayun Kabir, 3 in favour and 2 against, so planning permission was GRANTED for development at 64 Brighton Road, Purley, CR8 2LJ.

 

6.3 16/00591/P 3 Olden Lane, Purley, CR8 2EH
Demolition of existing double garage; erection of a detached three bedroom house
Ward: Purley
 

(N.B. All the Committee Members had declared their knowledge of Ms Nuala O'Neill, as in A28/16.)

 

Ms Nuala O'Neill, Hon Ald (Stijl Town Planning), spoke as the agent, on behalf of the applicant

Councillor Simon Brew, ward Member for Purley, spoke in objection, on behalf of local residents

 

Having considered and discussed the officer's report, Councillor Paul Scott proposed and Councillor Jason Perry seconded the officer's recommendation to APPROVE and the Committee voted 4 in favour, with 1 abstention, so permission was GRANTED for development at 3 Olden Lane, Purley, CR8 2EH.

 

6.4 16/01328/P 15 Selcroft Road, Purley, CR8 1AG
Demolition of garage; erection of two/three storey four bedroom detached house with integral garage
Ward: Purley
 

Mr Christopher King, a neighbour, spoke in objection

Mr Oliver Norris spoke as a representative of the applicant, supporting the application

Councillor Simon Brew, ward Member for Purley, spoke in objection, on behalf of local residents

 

After consideration of the officer's report, Councillor Paul Scott moved and Councillor Jamie Audsley seconded the officer's recommendation and the Committee voted 3 in favour and 2 against, so planning permission was APPROVED for development at 15 Selcroft Road, Purley, CR8 1AG.
